AN UNCODIFIED ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
BEAUMONT, CALIFORNIA, ADOPTING A ZONE CHANGE TO PRE -ZONE 434 ACRES
OF VACANT LAND CONTAINED IN THE NOBLE CREEK SPECIFIC PLAN AREA
FROM RIVERSIDE COUNTY R-1 (SINGLE FAMILY RESIDENTIAL), W-1
(WATERCOURSE AREA), W-2 (CONTROLLED DEVELOPMENT) AND
A-1(AGRICULTURAL) TO CITY OF BEAUNIONT SPA (SPECIFIC PLAN AREA)
LOCATION: ALONG BOTH SIDES OF BEAUMONT AVENUE, BETWEEN CHERRY
VALLEY BOULEVARD AND 14TH STREET (99-ANX-1)
WHEREAS, the City of Beaumont has received an application from a collaboration of land
owners for the annexation of 434 acres of vacant land known as the Noble Creek Specific Plan,
located along both sides of Beaumont Avenue between Cherry Valley Boulevard and 14th Street,
which is legally described in Exhibit "A' which is attached hereto; and
WHEREAS, zoning designations for the subject areas under Riverside County administration
at the present time include R-1 (Single Family Residential), W-1 (Watercourse Area), W-2
(Controlled Development) and A-1 (Agricultural); and
WHEREAS, the proposed pre -zoning action would establish a zoning designation of City of
Beaumont SPA (Specific Plan Area), consistent with the development standards and land use
intensities set forth in the Noble Creek Specific Plan; and
WHEREAS, the City of Beaumont desires to provide for an orderly corporate boundary and
for the provision of full urban services to the subject area; and
WHEREAS, the Local Agency Formation Commission (LAFCO) of the County of Riverside
requires that a City pre -zone property prior to the filing of an annexation application; and
WHEREAS, the Beaumont Planning Commission conducted a duly noticed public hearing on
April 6, 1999 and on May 4, 1999 and recommended that the City Council adopt the proposed pre -
zoning for the Noble Creek Specific Plan project; and
WHEREAS, the Beaumont City Council conducted a duly noticed public hearing as required
by law on the 25th day of May,1999 on said pre -zoning; and
WHEREAS, the Beaumont City Council certified an Environmental Impact Report for the
Noble Creek Specific Plan, at its hearing on the 25th day of May, 1999, in compliance with the
California Environmental Quality Act.
ORDINANCE NO. 789
THE CITY COUNCIL OF 1HE CITY OF BEAUMONT DOES HEREBY ORDAIN AS
FOLLOWS:
SECTION 1: The Official Zoning Map of the City of Beaumont is hereby amended to
designate the subject property legally described in attached Exhibit "A" for the following zoning
designations as indicated on Exhibit "B":
SPA (Specific Plan Area)
SECTION 2: This Ordinance shall take effect thirty (30) days after its final passage and
within fifteen (15) days after its passage the City Clerk shall cause a summary to be published in a
newspaper of general circulation, printed and published in the City of Beaumont, in a manner
prescribed by law for publishing of ordinances of said City.
