PURCHASING COMMITTEE
MINUTES OF THE JANUARY 11, 2001 MEETING

The meeting was called to order by Chairman Steve Schlueter at 9:00 A.M. Chairman Schlueter
began by passing out a memo clarifying the differences between the use of Purchase Orders and
Purchasing Cards. In addition, he also passed a list of Purchasing Card holders by department
with a spending limit statement. The number of outstanding purchasing cards as of this date was
129.
Discussion then turned to the responsibilities of the Finance Department and their authority to
establish procedures. After approximately 45 minutes of discussion the focus shifted to the
philosophy of utilizing purchasing cards in conjunction with the City Ordinance as written.
Modification of the existing code may be necessary to include the use of purchasing cards.
The councilman requested Chairman Schlueter copy all committee members those sections of the
City Ordinance dealing with the Finance Department’s authority. This covers Article X. Finance

The next meeting was scheduled for Thursday, January 25 at 9:00 A.M.
Chairman Schlueter adjourned the meeting at approximately 11:10 A.M.
