Chairman Vincent began the meeting by requesting a moment of silence to pay our respects to those innocent victims of the attack on America. Chairman Vincent turned the meeting over to City Administrator Rich Mays who presented an overview of the budget process to date and then turned his attention to the FY 2002 Budget Adjustment document that was distributed to the Council prior to the meeting. The first part of the schedule reflected those budget adjustments that have been tentatively agreed to in the sub-committee meetings which, overall, represented a net positive adjustment of $40,726. The second part of the schedule reflected those budget items still under consideration by the Council. In addition, Councilman Angle distributed a document representing a $300,000 request for contingency funding. While discussing the four items under discussion, Mr. Joe Wilson was asked to address the Council regarding his interest in the Drug Detection K-9 budget item and Municipal Court Judge Mark Richardson was invited to address the Council on behalf of the Bailiff/Probation Officer budget item. Councilman Angle was given an opportunity to review his contingency fund document as well. After much discussion and numerous questions, the Finance Committee voted to fund the Bailiff/Probation Officer position and the Stormwater Engineer Position for eight months of the fiscal year beginning March 1, 2002. The committee voted not to provide funding for the Drug Detection K-9 request as well as Councilman Angle’s Contingency Fund request. Finance Director Steve Schlueter informed the committee that any further adjustment to the proposed FY 2002 budget as a result of these aforementioned funding recommendations would be made in the Sales Tax Revenue projection. All of these budget adjustments will be incorporated in the FY 2002 Budget proposal and submitted to the City Council at its meeting on Monday, September 17, 2001 for final approval. The meeting was adjourned at 7:40 P.M.
