HomeMy Public PortalAbout2023.078 (07-18-2023)RESOLUTION NO. 2023.078 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD AUTHORIZING THE MAYOR OR DESIGNEE TO ENTER INTO A FIVE-YEAR AGREEMENT WITH IBE DIGITAL TO PROVIDE EIGHT MULTI -FUNCTION DIGITAL COPIERS/PRINTERS AND MAINTENANCE SERVICES TO MEET THE CITY'S HIGH VOLUME COPYING AND PRINTING NEEDS WHEREAS, the City has three multi -function printers that were negotiated individually in 2017 and two in 2018 that are located in the City Hall Annex, Human Resources Department, and Recreation Department and the agreements for these machines expired; and WHEREAS, on September 15, 2020, the City Council approved a five year agreement with Canon Solutions America to provide five multi -function copiers/printers and maintenance services; and WHEREAS, the proposal from IBE Digital for Konica Minolta machines would cost $1,173 per month to replace all machines including a buyout for the remaining lease on the Canon machines as opposed to the total monthly cost through Canon of $1,230; and WHEREAS, in order to streamline the City's purchasing and professional services procurement procedures to increase efficiency, cost effectiveness, and responsiveness, the City will piggyback on purchases for Konica Minolta printers, as specified by Ordinance 1649 Section 6-6.8(A) of the Lynwood Municipal Code, whereby the supplies, equipment, or services are supplied to the city at the same or better price as was obtained by the vendor via any California city, county, school district, state, and federal government or any of their respective agencies. (Ord. #1649, §1; Ord. #1672, §1); and WHEREAS, in addition to lease costs, the City will have to pay for print costs and pricing is the same for our current vendor (Canon) and the proposed Konica solution at $.0071 for black and white prints and $.0407 for color prints, and average cost for prints per year with current vendor is $16,928; and WHEREAS, funding for the eight multi -function copiers/printers was budgeted for FY23-24 and FY24-25 and the estimated total per year to lease eight copiers/printer plus prints is $34,961 including taxes. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES HEREBY RESOLVE AND DETERMINE AS FOLLOWS: Section 1. The City Council of the City of Lynwood hereby finds and declares that the foregoing recitals are true and correct, and incorporates them herein as findings and as a substantive part of this Resolution. Section 2. That the City Council of the City of Lynwood approves and authorizes the Mayor or designee sign an agreement with IBE Digital approved as to form by the City Attorney, to enter into a five-year agreement for the lease and maintenance of eight multi- function copiers/printers not to exceed $44,000 per year. Pursuant to Ordinance 1649 Section 6-6.8(A) of the Lynwood Municipal Code, the City shall piggybank off a State of California NASPO Master agreement and Addendum 3. Section 3. The Mayor is also authorized to execute the Resolution for and on behalf of the City of Lynwood. Section 4. This Resolution shall go into effect immediately upon its adoption.
