Councilman Larry Vincent Captain Mike Struttman Councilman Dan Klindt The meeting was called to order by Finance Committee Chairman Larry Vincent at 5:35 P.M. Chairman Vincent turned the meeting over to Rich Mays who started the discussion on the Proposed FY 2003 budget and the corresponding Sub-Committee recommendations. The first sub-committee report was the Public Safety and Parks. The first recommendation was to include the Fingerprint System requested by the Police Department amounting to $139,000. Councilman Groner made the motion to include this item in the FY 2003 budget and was seconded by Councilman Vogel. The motion passed 9-0 with Councilman Angle abstaining. The next motion was made by Councilman Edith Vogel to increase the Parks Property Tax by two cents to 18 cents per $100 assessed valuation. Bob Weber seconded the motion. The motion passed on a 6-4 vote. Next Councilman Groner made a motion to recess the Finance Committee Meeting and go to a City Council meeting. Councilman Vogel seconded the motion. The Finance Committee reconvened at 7:02 P.M. and the floor was turned over to Bob Weber to discuss the Public Works and Planning sub-committee recommendations, now called the Community Development and Transportation Departments respectively. Items associated with the Parking Division and Transit Division were discussed. The next sub-committee report was presented by Councilman Olsen representing the General and Administration sub-committee. A majority of the discussion centered on the General Fund Revenue projections, in particular Sales Tax and the Gas Franchise Tax. Other questions centered around staffs calculations for other revenue sources. The next meeting was scheduled for Wednesday, September 18, 2002 at 5:30 P.M. A motion to adjourn was made by Councilman Bob Weber and seconded by Councilman Dan Klindt. Adjournment took place at 8:10 P.M.
