Chairman Vincent asked for approval of both sets of minutes, August 29 and October 1, and a motion was made and seconded and was subsequently approved. Chairman Vincent then turned the floor over to Rich Mays who presented staff recommendations to modify the proposed FY2003 budget. Several of the revenue projections were discussed and various options were reviewed concerning the Sales Tax and Franchise Fee calculations. Several motions were made to decrease staff recommendations on the Sales Tax projections but the failed to receive a majority vote. Rich Mays presented details of a potential agreement with Cole County as it pertains to the Road and Bridge Tax. Funding in the amount of $400,000.00 per year beginning with the FY 2003 budget will be included as per this tax with an additional $100,000.00 included in the FY 2003 budget to compensate the City for its failure to receive the C i t y’s m i n i m u m s h a re o f 2 5 % o f said t a x d a t i n g b a c k a n u m b e r year s. Cons e q u e n t l y, $500,000.00 is included in the FY 2003 budget from Cole County and will be accounted for in a separate fund. A number of proposed expenses to be added to the budget were discussed and after explanations were provided by various department directors, a call was made to approve staff recommendations by Edith Vogel. The motion was seconded by Ken Ferguson and the budget was approved by a 6 to 3 vote. There was a request by several Councilmen to have several work sessions and Councilman Vincent pledged his support to have additional work sessions in the coming months. The meeting was adjourned at 6:45 P.M.
