Chairman Vincent then turned the floor over to Rich Mays who presented staff recommendations
to modify the proposed FY2003 budget. Several of the revenue projections were discussed and
various options were reviewed concerning the Sales Tax and Franchise Fee calculations. Several
motions were made to decrease staff recommendations on the Sales Tax projections but the failed
to receive a majority vote. Rich Mays presented details of a potential agreement with Cole
County as it pertains to the Road and Bridge Tax. Funding in the amount of $400,000.00 per
