The meeting was called to order by Councilman Clyde Angle, Finance Committee Chairman, at 5:32 P.M. Chairman
Angle called upon Shawn Ordway, County Assessor to present an overview of the recently completed reassessment
process.
Upon completion of his presentation, Mr. Ordway fielded a number of questions regarding the process of reassessment,
historic trends associated with Real and Personal Property and new construction versus growth.
The next item discussed was an update on the status of the revenue for the current year. Mr. Schlueter reviewed the
first six month revenue totals for the General Fund and then touched on several of the largest revenue sources such as
the property tax, sales tax and franchise tax line items. Marginal increases were noted in a majority of the revenue
sources.
A review of the status of the Salary Study being conducted by Condrey & Associates was presented by Gail Strope.
Ms. Strope discussed the process followed, as well as the types of recommendations that will be presented by Condrey
& Associates. Some discussion followed.
Chairman Angle turned to Mr. Mays and asked him to make some remarks concerning the upcoming FY 2004 budget
process. Time frames were reviewed as well as a little history of the sub-committee make-up designed to review the
various departments budgets. Some discussion followed and Mr. Mays asked that the committee hold some of the
specific questions regarding revenue and expenses until the next Finance Committee meeting scheduled for May 27.
Several items were brought up under new business, the first of which was by Councilman Smith regarding an item
tabled from a previous committee meeting pertaining to the status of purchasing an SRT vehicle. Projections covering
an SRT vehicle versus a more expensive Command Vehicle were reviewed and Mr. Mays stated that a more
comprehensive analysis is being prepared by the Police Department which, when presented, will allow for more
discussion.
The second item of new business was brought up by Councilman Groner regarding the process by which cities are made
aware of legislation introduced and pending. An example pointed out by Councilman Groner was H.B. 289, which
discussed the use of TIF for certain projects, a Downtown Economic Stimulus Project component and the creation of
enterprise zones within municipalities. A lengthy discussion ensued regarding various processes followed by other
cities and what options might be available to the City. Councilman Groner volunteered to research various options and
report on some format the City could follow in the future to be aware of and track various legislation.
A motion to adjourn was made by Councilman Dan Klindt and seconded by Councilman Angle and adjournment took
place at 7:05 P.M.
