HomeMy Public PortalAbout20030819minutesCITY OF JEFFERSON FINANCE COMMITTEE TUESDAY, AUGUST 19, 2003 MINUTES OFFICIALS STAFF Councilman Edith Vogel Rich Mays, City Administrator Councilman Dan Klindt Steve Schlueter, Director of Finance Councilman Darren Gordon Phyllis Gilpin, Chief Accountant Councilman Michael Berry Nathan Nickolaus, City Counselor Councilman Richard Groner Phyllis Powell, City Clerk Councilman Cliff Olsen Michelle Coleman, Assistant City Counselor Councilman Clyde Angle Lonnie Brandt, Firefighter Councilman Ken Ferguson Mark Edwards, Police Detective Kevin Bagby, Firefighter Bill Lockwood, Director of Parks & Recreation The meeting was called to order by Finance Committee Chairman Clyde Angle at 5:37 P.M. A motion was made to approve the minutes of August 13, 2003 by Councilman Berry and seconded by Councilman Vogel. The motion was approved unanimously. Chairman Angle turned the floor over to Rich Mays, City Administrator, to provide an overview of the budget process and then he began reviewing the major components of the FY 2004 budget proposal. Mr. Mays referred to the budget document and discussed a few of the major revenue and expense line items. After some discussion Mr. Mays turned to the Finance Director, Steve Schlueter, to begin a detail analysis of the revenue side of the budget that pertains to the funding of the general fund departments. Mr. Schlueter reviewed each of the major revenue line items outlining the basis for current as well as FY 2004 projections. Additional discussion ensued. The next item on the agenda was a review of the FY 2004 budget proposals for the Administration. This review included: A.Mayor and City Council B.City Clerk C.City Administrator D.Law E.Human Resources F.Self-Insurance G.Non-Departmental H.Transfers and Subsidies I.Finance J.Municipal Court Lengthy discussion ensued. Item number six on the agenda was a short presentation on the Firemen’s Pension Proposal included in the budget proposal. Mr. Mays introduced Lonnie Brandt and Norm Robinson, two members of the Firemen’s Pension Board. Councilman Groner expressed his opinion about all City employees being part of the same retirement program. Mr. Brandt explained that, under current state law, technically that is not possible but it is his hope that legislation will be introduced during the next session that would eliminate that impediment. Additional questions followed pertaining to the structure of the current and proposed plans. It was decided that any discussion of the Salaries and Benefits agenda item be held over to a later Finance Committee meeting. A motion to adjourn was made by Councilman Groner and seconded by Councilman Berry. The motion was approved unanimously and adjournment took place at 7:48 P.M.
