Councilman Edith Vogel Janice McMillan, Deputy Dir. of Planning & Transportation Councilman Mike Harvey Councilman Brian Crane Councilman Cindy Layton Councilman Bryan Pope Councilman Kenneth Ferguson Councilman Michael Berry The meeting was called to order by Finance Committee Chairman Kevin Brown at 5:35 P.M. The first order of business was the minutes of the Finance Committee meeting held on May 4, 2005. A motion to approve was made by Councilman Martin and seconded by Councilman Layton. The motion was passed. The next item on the agenda was a review of the overall budget and how it is developed and presented. City Administrator Rich Mays explained the components of the budget and walked the committee through the Police Department’s current budget as an example of the key parts of the budget. A number of questions were asked relating to certain calculations of revenue sources as well as some line item costs. Mr. Mays indicated that the Council will get the Mayor’s proposed budget the first week in August and that he will review the makeup of the budget again at that time. The committee next turned their attention to the subject of position upgrades and reclassification requests. After some discussion the committee decided that these types of requests should come to the councilmen during the Finance Committee meetings first so that an appropriate amount of time can be spent reviewing these types of requests. Next Chairman Brown asked the committee to consider the budget sub-committee structure that has been in place most years and to voice their opinion as to whether or not they like such a structure for the upcoming budget process. Several councilmen who have been involved in committees as a whole versus sub-committees spoke up and stated that they liked the sub-committee approach best. Chairman Brown then asked each councilman to think about which sub-committee they wanted to serve on and to advise him of their choice. There being no further business before the committee, a motion to adjourn was made by Councilman Schnitzler and seconded by Councilman Martin. The motion was approved and the meeting was adjourned at 6:20 P.M.
