GREENCASTLE CONLNION COUNCIL
Special Session
October 24. 1995
The Greencastle Common Council met in special session on Tuesday, October 24, 1995, at
6:30 pm. at Tzouanakis Intermediate School. On the Roll Call, the following were found to be
present: Councilor Hammer, Councilor Miles, Councilor Murray, Councilor Roach and Councilor
Rokicki. Also present were City Attorney John Zeiner. City Engineer Chris Barnes; Nelson Ford
and Bill Dory representing the Greencastle/ Putnam County Development Center: and Dr. Jim Renz,
Superintendent of Greencastle Schools.
There were no Public Petitions or Comments.
Public Hearing
As advertised by regal Notice, a Public Hearing on Resolution No. 1995 -19 was opened by
Mayor Mike Harmless. There were no public comments. The public hearing was closed.
Recommendations and Requests from Officers and Departments
it was pointed out to Council that Crown Equipment Company will rene %v its Statement of
Benefits annually.
Resolution No. 1995 -20, A Resolution Reaffirming Resolution 1995 -19 and Declaring an
Economic Revitalization Area and Recommended Tax Deduction, was presented to Council. The
resolution was read in its entirety (except for legal description and the attached Statement of
Benefits) by Mayor Harmless. Councilor Murray moved approval of the resolution and the motion
was seconded by Councilor Miles. It was pointed out that "new equipment" includes previously
used equipment that is new to the State of Indiana as well as leased equipment, both capital and
operating. City Attorney Zeiner called attention to statutes regarding tax abatement: New
abatements (such as this one) must be re- affirmed each vear Abatements established prior to 1991
(such as the Sherwin- Williams) do not require re- affirmation. In response to questions, Mr. Zeiner
discussed the timing of Statements of Benefits from Crown and re- affirmation of abatement by
Council.
By consensus. Council directed that the following statement be included in the minutes:
Council's intention is that Crown Equipment Companv is expected to meet investment targets by
March 1, 1998, as reflected in the Statement of Benefits which they are required to prepare and
submit annually.
The motion to approve Resolution 1995 -19 was passed on an aye unanimous vote.

At the recommendation of Councilor Murray. by consensus Council agreed that "trick -or-
treat" activity in the City would take place between the hours of 6:00 pm and 9:00 pm on Tuesday,
October 31. 1.995.
