A RESOLUTION: APPROVING A TASK ORDER FOR UNITY CONTROL EXPERT
PROGRAMMABLE LOGIC CONTROLLERS (PLC) UPGRADE AT THE
WATER POLLUTION CONTROL FACILITY TO M.C. DEAN IN THE
AMOUNT OF $159,537
WHEREAS, the Town of Leesburg ("the Town") owns and operates a wastewater
treatment plant; and
WHEREAS, the Unity Control Expert Programmable Logic Controller (PLC) Upgrade is
funded, and approved in the Fiscal Year 2020 budget; and
WHEREAS, the existing plant Concept Quantum PLCs are beyond the life cycle, and
will no longer be supported; and
WHEREAS, the estimated contract proposal for the upgrade project is $159,537.00; and
WHEREAS, The Town of Leesburg has an existing services contract for Process Control
System, Equipment, and Instrumentation Services with M.C. Dean; and
WHEREAS, under the terms of the Process Control System, Equipment, and
Instrumentation Services contract, projects in excess of $100,000 must be approved by Town
Council; and
WHEREAS, M.C. Dean has provided a task order quote in the amount of $159,537.00 for
installation.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
The Town Manager is authorized to execute a proposal under the existing Process Control
System, Equipment and Instrumentation Services contract with M.C. Dean, in a form approved by
the Town Attorney, in the amount of $159,537.00 for the Unity Control Expert PLC Upgrade.
