HomeMy Public PortalAbout2020_01_28_R016 Domestic Abuse Response Team (DART) – Federal Grant OpportunityThe Town of Leesburg, Virginia RESOLUTION NO. 2020-016 PRESENTED: January 28, 2020 ADOPTED: January 28, 2020 A RESOLUTION: APPROVING A SUPPLEMENTAL APPROPRIATION OF $120,275 AND THE ADDITION OF A DEDICATED DOMESTIC VIOLENCE DETECTIVE POSITION PURSUANT TO A FEDERAL GRANT AWARDED BY THE OFFICE ON VIOLENCE AGAINST WOMEN WHEREAS, Domestic violence is a serious public health and public safety issue; and WHEREAS, Loudoun County operates within the coordinated community response (CCR) model in addressing domestic violence crimes; and WHEREAS, this model recognizes that a collaborative approach among partner agencies is a far more effective and safe way to manage the impact of domestic violence crimes than each agency acting independently of one another; and WHEREAS, recognizing Loudoun County's coordinated community response (CCR) model, the Leesburg Police Department has been a participating member of Loudoun's Domestic Abuse Response Team (DART) since its inception in 2004; and WHEREAS, pursuant to a Memorandum of Understanding among the agencies participating in DART, Loudoun County's Domestic Abuse Response Team applied for and was awarded a three-year, $750,000 federal grant through the Office on Violence Against Women (OVAW) within the US Department of Justice with Loudoun County acting as the lead agency and named applicant; and WHEREAS, the Leesburg Police Department has been named a sub -recipient of the OVAW grant to fund a dedicated Domestic Violence Detective for a three-year grant period starting in Fiscal Year 2020, and will be required to execute a sub -grantee agreement with Loudoun County; and -2- A RESOLUTION: APPROVING A SUPPLEMENTAL APPROPRIATION OF $120,275 AND THE ADDITION OF A DEDICATED DOMESTIC VIOLENCE DETECTIVE POSITION PURSUANT TO A FEDERAL GRANT AWARDED BY THE OFFICE ON VIOLENCE AGAINST WOMEN WHEREAS, in order to move forward with hiring a domestic violence detective position as part of a grant awarded to the Town through Loudoun County's Domestic Abuse Response Team (DART), an appropriation by the Town Council is needed to amend the Fiscal Year 2020 Police Department operating budget in the amount of $120,275, and Town Council's approval of the addition of a full-time equivalent (FTE) position within the Police Department. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that, subject to, and effective upon, the Town's execution of a sub -grantee agreement in a form approved by the Town Attorney, the Leesburg Police Department's General Fund operating budget is hereby amended, and a supplemental appropriation of anticipated departmental revenue in excess of budgeted estimates is made in the amount of $120,275 for the fiscal year beginning July 1, 2019 and ending June 30, 2020; and that an additional full-time equivalent position is hereby approved through Fiscal Year 2022.
