A RESOLUTION: APPROPRIATION IN FISCAL YEAR 2020 FOR CONTRIBUTIONS TO
LEESBURG VOLUNTEER FIRE COMPANY AND LOUDOUN
COUNTY VOLUNTEER RESCUE SQUAD
WHEREAS, as part of the Fiscal Year 2020 Adopted Budget process per Town Ordinance
2019-0-009, Town Council approved the use of a reservation of General Fund unassigned fund
balance in order to fund the final phasing out of the remaining total contribution to the two Leesburg
volunteer fire and rescue companies of $499,905 comprised of $255,000 to the Leesburg Volunteer
Fire Company (LVFC) and $244,905 Loudoun County Volunteer Rescue Squad (LCVRS); and
WHEREAS, although Fiscal Year 2019 met all fiscal policy requirements, there was
insufficient excess in the unassigned General Fund balance to reserve the $499,905 as originally
planned and no reservation in the General Fund could be made; and
WHEREAS, an appropriation by Council is necessary in the total amount of
$333,270 for Fiscal Year 2020 to disperse the proportional contribution amount of the second
year of the 3-year planned phase out comprised of $170,000 for the Leesburg Volunteer Fire
Company and $163,270 for the Loudoun County Volunteer Rescue Squad; and
WHEREAS, the Director of Finance and Administrative Services has identified the use
of the Debt Service Reserve for the appropriation that has a current balance of approximately
$9.75 million; and
WHEREAS, this reservation of Debt Service Reserve will be reimbursed at year-end of
Fiscal Year 2020 if sufficient unassigned General Fund balance is available after all of the
Town's fiscal policy requirements are met including maintaining an unassigned fund balance in
the General Fund equivalent to 20% of General Fund expenditures; and
WHEREAS, both volunteer companies have formally requested distribution equivalent

to the second year of the 3-year planned phase out; and
WHEREAS, the Fiscal Year 2020 Virginia Department of Fire Programs Aid to Localities
grant award of $155,244 exceeded the anticipated $145,000 included in the Fiscal Year 2020
Adopted Budget by $10,244; and
WHEREAS, the remaining third year of the 3-year planned phase out is $166,635, and is
proposed to be reserved at year-end Fiscal Year 2020 if sufficient unassigned General Fund balance
is available after all of the Town's fiscal policy requirements are met including maintaining an
unassigned fund balance in the General Fund equivalent to 20% of General Fund expenditures; and
WHEREAS, the Town serves as the awardee of the grant, but passes through the total
amount to the Leesburg Volunteer Fire Company; and
WHEREAS, a supplemental appropriation of $10,244 is requested to align the grant award
with the associated pass through Town expenditure and there is no fiscal impact associated with the
supplemental appropriation of $10,244 of Aid to Localities grant funding.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
SECTION I. The General Fund operating budget is hereby amended, and a supplemental
appropriation of Debt Service Reserve of $333,270 for Fiscal Year 2020 contributions of
$170,000 for the Leesburg Volunteer Fire Company, $163,270 for the Loudoun County Volunteer
Rescue Squad, and $10,244 of Virginia Department of Fire Programs Aid to Localities grant
award funding is approved for the fiscal year beginning July 1, 2019 and ending June 30, 2020;
and

SECTION II. Debt Service Reserve will be reimbursed at year-end of Fiscal Year 2020 in
the amount of $333,270 contingent that sufficient unassigned General Fund balance is available
after all of the Town's fiscal policy requirements are met; and
SECTION III. a reservation of unassigned General Fund balance of $166,635 is hereby
authorized to be made at year-end of Fiscal Year 2020 contingent that sufficient unassigned
General Fund balance is available after all of the Town's fiscal policy requirements are met for
the third year of the 3-year phase out of the Town's contributions to the Leesburg Volunteer Fire
Company and Loudoun County Volunteer Rescue Squad for Fiscal Year 2021.
