A RESOLUTION: REVITALIZATION AREA DESIGNATION IN THE JOINT LAND
MANAGEMENT AREA
WHEREAS, the County of Loudoun has shown interest in designating the entire Joint
Land Management area as a Revitalization Area to support private developers in obtaining state
administered financial incentives to construct affordable dwelling units; and
WHEREAS, the Town Council recognizes the need for more affordable housing options
in Loudoun County and supports such development; and
WHEREAS, the Joint Land Management area is composed of diverse uses including
residential, commercial, industrial, governmental, and institutional uses; and
WHEREAS, the Town is concerned about maintaining appropriate separation of
residential uses from the Leesburg Executive Airport along with maintaining space for existing
and future industrial, commercial, governmental, and institutional uses; and
WHEREAS, the Town Council feels that universally applying the Revitalization Area
designation would send the unintended message that affordable residential development would
be supported and encouraged on any parcel within the Joint Land Management Area; and
WHEREAS, the Town Council appreciates the County Board of Supervisor's willingness
to consider the Town's concerns and recommendations as it relates to development within the
Joint Land Management Area.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Council request the Loudoun County Board of Supervisors to only apply the
Revitalization Area designation in the Joint Land Management Area for specific parcels that are

included in the proposed Tuscarora Crossing development, and consult with the Town Council
before applying the designation to any future areas in the Joint Land Management Area.
