A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD,
REJECTING ALL PROPOSALS FOR THE LYNWOOD PARK TENNIS
AND STORAGE FACILITY (CIP PROJECT NOS. 4011.68.121 AND
4011.68.129)
WHEREAS, the City conducted a formal Request for Proposal (RFP) process for
improvements at Lynwood Park Tennis Courts and Storage Facility Installation; and
WHEREAS, the scope of work consists of design -build services for a new storage
facility and tennis courts renovations; and
WHEREAS, on March 17 2023, Staff uploaded to the City Website an RFP for
Design -Build services for the Lynwood Park Tennis Courts and Storage Facilities; and
WHEREAS, On April 26, 2023, the city received two (2) proposals:
Proposal

RT Contractor Corp.
$2,198,410.86
2.
Plyco Corp.
$2,900,000.00
; and
WHEREAS, both proposals exceed the project budget of $1,150,000; and
WHEREAS, the lowest bid cannot be awarded the contract due to insufficient
funding,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER, AND RESOLVE AS FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares
that the foregoing recitals are true and correct and incorporates said recitals fully into this
resolution as substantive findings.
Section 2. The City Council of the City of Lynwood rejects all the proposals
received for the Improvements of Lynwood Park Tennis Courts and Storage Facility
Installation.
Section 3. The City Council of the City of Lynwood authorizes staff to reevaluate
the scope of work and readvertise the solicitation of proposals for said project.
Section 4. Authorize the Mayor to execute the Resolution for and on behalf of the
City of Lynwood.
Section 5. This resolution shall take effect immediately upon its adoption.

hereafter the same shall be in full force and effect.
