A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LYNWOOD, COUNTY OF LOS ANGELES, STATE OF
CALIFORNIA APPROVING A SECOND AMENDMENT
AGREEMENT TO THE PROFESSIONAL SERVICES
AGREEMENT WITH TIERRA WEST ADVISORS TO PROVIDE
CONTINUED ADVISORY AND IMPLEMENTATION SERVICES
AND ONGOING PROJECT MANAGEMENT
WHEREAS, the City of Lynwood awarded a Professional Service Agreement to
Tierra West Advisors on Jan 2022 to provide the services of an interim Community
Development Director until the City could conduct and finalize the recruitment process for
a full time Director; and
WHEREAS, Tierra West Advisors represents that it is fully qualified to perform
such services by virtue of its experience and the training, education and expertise of its
principals and employees; and
WHEREAS, with the expertise of John Yonai, as previous Interim Director of
Community Development several projects, programs and grants where initiated and
awarded; and
WHEREAS, the City desires to retain the expertise, knowledge, implementation
services, project management support, advisory support provided by Tierra West
Advisors to maintain a consistent role in supporting the projects and efforts of the City.
WHEREAS, this amendment will support and assist with administering of the
environmental clean-up grants for several sites, assist with the complexities of
development agreement implementation for two economically vital properties in •
Lynwood, known as the Northgate Lynwood Springs LLC and the Primestor-Alameda
Triangle Development projects.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF LYNWOOD,
CALIFORNIA DOES HEREBY FIND, DETERMINE, ORDER AND RESOLVE AS
FOLLOWS:
Section 1. The City Council of the City of Lynwood hereby finds and declares.
that the foregoing recitals are true and correct, and incorporates them herein as findings
and as a substantive part of this Resolution.
Section 2. That the Lynwood City Council approves a second amendment to
the Tierra West Advisors professional services agreement, in a form approved by the City
Attorney, to provide continued implementation services, project management support and
advisory support. The City Council authorizes the Mayor to execute the second
amendment on behalf of the City of Lynwood.
Section 3. There is no fiscal impact to the General Fund. The total second
amendment agreement cost shall not exceed $600,000. The total cost will be
covered from the DTSC-ECRG grant fund; Retail Cannabis generated revenue
fees generated and Developer's Deposits for other related projects, such as
Northgate and Lynwood Family Apartments.
Section 4. The Fiscal Year 2023-24 Budget is hereby amended by appropriating

Section 5. That this resolution shall take effect immediately upon its adoption.
Section 6. The City Clerk shall certify as to the adoption of this City Council
Resolution.
