Chairman Scrivner called the meeting to order at 7:30a.m. A quorum was present at this time.
The following guests were present: Madeleine Leroux with News Tribune.
1. Introductions
No formal introductions were made.
2. Approval of the October 23, 2014 Committee meeting minutes
Councilman Costales moved and Councilman Prather seconded to approve the October 23,
2014 minutes, motion carried.
3. New Business
1. Chapter 22 Parking, Stopping and Standing amendment (Britt Smith)
Mr. Smith explained the change is from Parking Director to Director of Public Works under
reserved parking.
Councilman Prather moved and Councilwoman Ward seconded to refer the amendment to the
City Council with recommendation to approve, motion carried.
2. Millbottom sewer odors (Eric Seaman)
Mr. Seaman explained staff has addressed the sewer odors in the area, however, due to
businesses locating next door there may be complaints.
Mr. Morasch stated that a considerable amount of funds have been used for odor control in the
area.

3. Algoa Bar Screen Equipment Purchase (Eric Seaman)
Mr. Seaman requested this item be tabled to the next Committee meeting.
4. Cooperative bidding with Cole County to replace sanitary sewers in Woodward
Subdivision (Eric Seaman)
Mr. Seaman explained the agreement with Cole County will save the City money.
Councilwoman Ward moved and Councilman Costales seconded to forward the resolution to
the City Council with recommendation to approve, motion carried.
5. Hazardous Travel Advisory Proposal (Britt Smith)
Mr. Smith requested this item be tabled to the next Committee meeting.
6. Agreement with Cole County and MoDOT for Roadway Improvement at Stadium
and Jefferson and Update on Stadium, Monroe and Christy (David Bange)
Mr. Bange explained the agreement. Appraisals of properties for the project have been done.
7. CDBG Policy and Procedure Manual Update (Jayme Abbott)
Ms. Abbott explained the updates and/or changes made to the previously approved manual.
Councilman Prather moved and Councilman Costales seconded to refer the manual update to
the City Council with recommendation to approve, motion carried.
8. Solid Waste Update: Comments Received (Janice McMillan)
Ms. McMillan distributed comments received to Committee members.
There was discussion among Committee members and staff regarding changes to the scope
of service.
9. Urban Renewal Plan Amendment (Drew Hilpert)
Mr. Hilpert distributed the amendment to Committee members. He explained the plan must be
updated in order for the City to purchase the parking lot from the Housing Authority.
Councilman Costales moved and Councilwoman Ward seconded to refer the amendment to
the City Council with recommendation to approve, motion carried.
4. Other Topics
1. Planning & Protective Services Monthly Reports (Janice McMillan)
Ms. McMillan referred Committee members to the reports included in the packet

Mr. Bange explained the Don Ray project will be bid in January and there are still
decisions to be made on Midway.
• Councilman Bray asked about the street mill and overlay list for 2015. Mr. Smith explained
the list would be presented at the February or March Committee meeting.

Issues
There was no one present to address the Committee.

Subject: Dunklin Street Bridge Engineering Assistance Program (BEAP) Report
A 2013 inspection of the Dunklin Street Bridge over Wears Creek found deficiencies in the bridge which
required the bridge to be load posted at 30 tons. As a result of these findings the City pursued a BEAP
study to determine what options were available to address the deficiencies. The full report is attached .
In short the report indicates that th e bridge is in poor condition and has deteriorated to the point that
rehabilitation is not cost effective , and recommends that a new structure be planned to replace it. The
report suggests that the new bridge could be sl ig htly lengthened and could be built as a single span .
This would allow for the removal of the intermediate supports and would let the new bridge to be raised
slightly without reducing its water co nveyance capa c ity. This in turn would reduce the frequency in
which the bridge is overtopped.
The report contains a cost estimate for the bridge re placement which includes the roadwork needed to
raise the bridge elevation. This work is estimated at 1.5 million dollars .
The nature of the problems wi t h the bridge wil l continue to reduce the load it will be able to carry . It is
for this reason that staff recommends that the repla ceme nt of this bridge be among the projects
considered for inclusion in the next C IP sales tax cycle .

Dear Mr. Bange:
We are pleased to summarize below and on the following pages our findings and recommendations for the
potential replacement of your existing structure on Dunklin Street over Wears Creek. This is based upon our visit of
the site with you and a follow up visit after leaving your office. Also we appreciate the time taken by other
members of your department to sit down and discuss potential options and considerations.
We understand from those discussions the following items were to be considered:
• What would be affected if the street was raised out of the floodplain.
• If possible, replace or rehab with a single span structure due to debris.
• If possible, maintain the existing out-to-out bridge width but increase the sidewalk widths.
Raising the street:
The existing structure is a 3-span bridge roughly 76' long by 57' wide out-to-out. It is located over Wears Creek and
is potentially inundated by the 10-year flood event and larger flood events as shown by the flood profiles on the last
page of this report. From the FIRM map provided by your office the 100-year surface elevation is roughly 557.5
which is approximately 4' over the existing bridge deck. The 100-year floodplain also extends from near the
intersection with Missouri Blvd on the west to past the intersection with Mulberry St on the east.
Therefore, raising the street and bridge up out of the floodplain would at a minimum involve the reconstruction of
over 1000' of Dunklin St, the intersection with Mulberry Stand the entrances to seven or more businesses. This
would also impact the bridges over Dunklin St, various utilities and drainage systems. A more detailed review of the
overall impact and cost of such an endeavor is beyond the scope of this project.
New single span bridge:
We do not recommend re-use of the existing substructure (abutments and piers) in the rehabilitation of the bridge
or partial use of any substructure for the inclusion in a new structure. The existing structure is approaching the end
of its useful life and the City should start planning for its replacement. As shown in the included photos the majority
of the superstructure and substructure is experiencing considerable salt intrusion. This is indicated by the amount
of white efflorescence on the concrete surfaces, water seepage through a bent cap, exposed & deteriorated
reinforcing and rusted steel girders.
Some deterioration issues were noted in a 1986 bridge inspection report and in May 2013 it was recommended to
load post the structure due to its condition. In our opinion the Dunklin Street bridge has reached a point of
deterioration where it is not cost effective to rehabilitate it. In addition, if left as is, it will continue to deteriorate
and the load capacity will continue to drop.

We believe the ex isting structu re ca n be replaced with a single span bridge in th e 85' t o 90' span ran ge without
increa sing the overall stru cture depth. We also feel with a shallower structure dep th an d r emova l o f t he existing
piers the bridge deck (street elevation) can be rais ed 12" to 18" and still sat isfy a no r ise cr iteria. To rai se the stree t
12" to 18" the construction limits would extend from roug h ly the park ing lo t en t ra nce of St . Mary's Hea l th Center
on the west side to the bu siness entrance of Sc h neider Elec tric Company on the eas t side. This is a di st ance of
ap proximat ely 240 f eet and would also affect th e entrance to McKn ight Tire.
This would place the elev ation o f bridge deck at or near the Q10 elevation. Wi th the rais ing of the street and
providing a large r opening under t h e bridge withou t pi ers, this could slight ly r edu ce t he frequency at which Dunkin
Street is overtopped. However, from the flood profi les it appears the Q10 elevation is impacted more by structures
downstream than t he bridge opening at Dunklin Street.
Bridge width and sidewalks:
As shown in the sketches o f the included bridge se ct io ns an d the Plan View of Dunklin St r eet we believe the existin g
bridge w idth can be essentia lly ma in tained while adding a 6' wide sidewalk on the north side and a 10' wide
sidewalk on t he side of a new st ructure. Some restriping of Du nklin Street as shown in the Plan View will need to be
done to accommodate the narrower r oadway on the bridge.
Summary :
In summa r y-it is r ecommended t he Dun klin St reet brid ge over Wears Cr eek be replaced. The maj or ity of the
substr ucture and the enti re sup erstructu r e is in fair t o poor condition. The proposed replaceme nt structure is an
85' to 90' long sin gle span bridge utilizing m ul tiple w ide flange beams . This wo ul d include r eplacement o f the
concrete and brick wi ngwall/ret aining wall at the northeast corner of the ex isting bri dge . Pr e-stressed box bea ms
were co nsidered but we r e rejected due to potential buoyancy issues and the in fi l tration o f mud and si lt durin g
pe r iods of inundatio n.

Subject: Permissive use of Right of Way, Stoneridge Parkway and Hard Rock Drive
Staff is recommending that the Committee approve the permissive use of right of way for the
construction of a 6' tall chain link fence along portions of Stoneridge Parkway and Hard Rock Drive.
The owners of quarry have requested permissive use of right of way to construct a fence along the
back edge of the sidewalk along portion of Hard Rock Drive and Stoneridge Parkway. The location of
the fence is shown as a red line on the attached drawing and roughly matches the new street which is
being constructed in conjunction with the Sam's Club store. The stated purpose of the fence is to
prevent people who will soon be frequenting the area via the new sidewalks and streets from having
access to what is still an active quarry. It is intended that gates will be installed on the unused legs of
the roundabout.
The granting of this permissive use will come with the stipulation that the owners of the quarry maintain
the fence including all mowing in and around the fence, the removal of all trash that accumulates, and
the removal of the fence at a time in which development takes place which separates the roadway from
the quarry, or the quarry ceases operation.

RE: Missouri Arts Council Grant Application
The Missouri Arts Council (MAC) is accepting grant applications for the 2016 Annual
Disciplines grant. MAC, a state agency, provides over $4 million a year to nonprofit
organizations and local governments through grants that meet their strategic goals: 1)
increase participation in the arts in Missouri, 2) Grow Missouri's economy using the arts
and 3) Strengthen Missouri education through the arts.
The City is proposing to submit an application on behalf of the Cultural Arts
Commission requesting $20,000. If awarded the Cultural Arts Commission would
provide art services which may include, but not limited to, arts event calendars,
newsletters, technical assistance, cultural planning and funding for arts programs.
The grant application is due February 23, 2015. The maximum grant amount is $20,000
with a 50 percent local match. The source of local match may include annual council
appropriations from FY2015 and FY2016.

Subject: Transportation Alternatives Program (TAP) Grant for Wayfinding
In November the City summited a grant application for wayfinding signage in and around the downtown
area. Earlier this month we were informed that the application had been selected for funding in the
amount of $214,000. The grant will require a local match of $53,500, for a total project cost of
$267,500. $43,500 of the local match has been pledged by local organizations, with the remainder
being drawn from the parking fund. Accepting the grant funds will require a program agreement with
MoDOT which will appear before the Council on February 2, 2015.
This project was conceived through the efforts of CAMPO and a wayfinding planning study that they
undertook with the consulting firm Arcturis. This planning study is in its final stage and will culminate
with the drafting of a set of typical signs, including icons, graphics, and color schemes.
Building off of the work of the planning study we will use a portion of the grant funding to develop
specific locations and legends for each of the signs, as well as specifications for their fabrication and
installation. It is anticipated that we will hire a consultant to perform these services. Once this has been
done the project will enter our typical processes with a construction contract reaching the council for
approval.
The programing agreement sets forth a project schedule, the main components of which are the
approval of an engineering services contract by April 1, 2015, the submittal of final plans by February 1,
2016, and a construction contract award by June 1, 2016.
