Members present: Mayor Wayne Neddermeyer; Councilmen Donald DesLauriers, Arthur Theis, William Reiser, Robert Franklin; Clerk Donna Roehl; Planning and Zoning Administrator Anne Dorweiler; Attorney Jeff Carson 1. MINUTES OF MARCH 2, 1976 Motion by Donald DesLauriers, seconded by William Reiser to approve the minutes of March 2, 1976, as presented. Motion carried unanimously 2. STAHLKE LICENSE Report by Chief of Police, Hoover, that he had checked records and references of Steve Stahlke and found everything in order. Discussion of pro -rating fees; previously the On -Sale fee had been pro -rated for part of a year and the other license fees had not been. Matter tabled until Mr. Stahlke arrived. 30 HENNEPIN COU1 ! EQUIPMENT TEASE Discussion of increase in fees and amount of service received during the year. Motion by Donald DesLauriers, seconded by Arthur Theis to adopt Resolution 76-11, Agreement with Hennepin County for Police Radio Equipment lease at a fee for 1976 of $1583.00. Motion carried unanimously 4. ANNE DORWEILER Charles Pangier Mrs. Dorweiler explained the setback variance request of Mr. Pangier, to construct a garage onto his house. The City Engineer had inspected the site and could see no problem if drive- way was on to Cedar St. or Fern St. close to Cedar. Motion by Robert Franklin, seconded by Arthur Theis to grant a variance to Charles Pangier to permit construction of a 24' by 24' garage on Lot 12, Block 7, Independence Beach, not closer than 10 ft. from Fern St. Right of Way, according to site plan dated March 9, 1976, with roof height of garage to not exceed that of house. Said variance granted because of unique hardship encountered on that piece of property. Motion carried unanimously 5. STAHLKE LICENSE, CONTINUED Mr. Stahlke indicated that he was purchasing acres and has an easement over the property next to his to allow for entrance from Co. Rd. 19. He explained his financial situation, his management experience and the type of food service that will be available. Motion by Robert Franklin, seconded by Donald DesLauriers to grant an On -Sale Liquor license to Steve Stahlke, DBA Big Woods Saloon, pro -rated for 4 months for $733.33" Motion carried unanimously Motion by Donald DesLauriers, seconded by Arthur Theis to grant an Off -Sale Liquor license to Steve Stahlke, DBA Big Woods Saloon, at regular fee of $100.00 Motion carried unanimously Motion by Arthur Theis, seconded by William Reiser to grant a Sunday Liator license to Steve Stahlke, DBA Big Woods Saloon, at the regular fee of $200.00. Motion carried unanimously Motion by Robert Franklin, seconded by Arthur Theis to grant a cigarette license to Steve Stahike. Motion carried unanimously 6. ORDINANCE AMENDING PLATTING CODE Discussion of the necessity of a survey or sketch to determine property location. Old surveys, such as Mr. Pieh's, should be sufficient, and in each case Council may make a determination as to what is required. The following amendments were offered: 1. Sub. 2-a: If a survey is waived then a scaled drawing may be required. 2. Sub. 2-d: Dedication and, or utility easements, as recommended by City Engineer. 3. Members agreed jhat fee should be $150.00. Motion by Robert Franklin, seconded by William Reiser to adopt Mobile Home Park Ordinance # 160, as amended, by Resolution No. 76-14. 23 18. DOCKSINN INN HEARING Motion by Robert Franklin, seconded by Arthur Theis to set hearing re d'�$'i;#Egnses of the Dockside Inn at 8:00 P.M. on April 6, 1976, and advertize in he �alNiewspaper. Motion carried unanimously 19. SPECIAL MEETING Motion by Donald DesLauriers,seconded by Robert Franklin to hold a special meeting on March 22, 1976 at 8:00 P.M. to consider the Comprehensive Plan.
