A RESOLUTION: AUTHORIZING A SUPPLEMENTAL APPROPRIATION IN THE
AMOUNT OF $1,000,000 FROM THE VIRGINIA DEPARTMENT OF
TRANSPORTATION REVENUE SHARING PROGRAM FOR STREET
RESURFACING
WHEREAS, the Virginia Department of Transportation (VDOT) has authorized Revenue
Sharing Program funds in the amount of $1,000,000 for Fiscal Years 2019 and 2020; and
WHEREAS, the VDOT Revenue Sharing Program provides funding to local governments
to construct, improve, or maintain the highway system within that jurisdiction; and
WHEREAS, the Town of Leesburg submitted an application for milling and resurfacing of
various streets within the Town to be funded through the VDOT Revenue Sharing Program in the
amount of $500,000 for Fiscal Year 2019 and $500,000 for Fiscal Year 2020 to be matched with
$1,000,000 in local funding; and
WHEREAS, the Town budget provides for street milling and resurfacing in excess of the
amount that is reimbursed through normal VDOT street maintenance payments; and
WHEREAS, the local funds spent on street resurfacing can be used to match VDOT
Revenue Sharing funds which will allow for street resurfacing at a reduced cost to the Town; and
WHEREAS, VDOT approved the applications for $500,000 each for Fiscal Years 2019
and 2020 in early Fiscal Year 2020; and
WHEREAS, the Town of Leesburg has approved an agreement to receive funding in the
amount of $1,000,000 for street resurfacing through the VDOT Revenue Sharing Program; and

WHEREAS, a supplemental appropriation in the amount of $1,000,000 must be approved
to pay the invoices that will be reimbursed by VDOT.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as
follows:
The Town Council authorizes a supplemental appropriation in the amount of $1,000,000 to
the Department of Public Works and Capital Projects budget for milling and paving of streets that
meet the condition requirements established by VDOT for this funding.
