A RESOLUTION: TO SUPPORT AND ENTER INTO A PROJECT AGREEMENT WITH
LOUDOUN COUNTY AND TOLL ROAD INVESTORS
PARTNERSHIP II (TRIP II) FOR THE LEESBURG BYPASS
IMPROVEMENT PROJECT
WHEREAS, Town of Leesburg staff has been working collaboratively with Loudoun
County, Toll Road Investors Partnership II, L.P (TRIP II), and Virginia Department of
Transportation (VDOT) to develop plans that will improve congestion during the afternoon
peak hours at the west end of the Greenway and the Route 7/15 Bypass.; and
WHEREAS, the project cost is estimated at $5.7 million, and will be borne equally by
TRIP II and Loudoun County; and
WHEREAS, the Town is not providing any funding for this project; and
WHEREAS, the Town of Leesburg's role in this agreement is to review and provide
approvals and permits for plans if necessary, and to provide public outreach through media
outlets such as the Town's website, social media forums, and local newspapers.
THEREFORE, RESOLVED, by the Council ofthe Town of Leesburg in Virginia that:
1. The Town shall support and enter into an agreement with the County of
Loudoun and Toll Road Investors Partnership II, L.P. to provide plan review
and public outreach in support of the upcoming interchange improvements at
the Route 7/15 Bypass at its intersection with the Dulles Greenway.
2. The Town Manager is authorized to execute an agreement in a form approved
by the Town Attorney with the County of Loudoun and Toll Road Investors
Partnership II, L.P. for design and construction of the upcoming interchange
