HomeMy Public PortalAbout2019_09_24_R136 Awarding the Polymer Contract for Water Pollution Control FacilityThe Town of Leesburg, Virginia PRESENTED: September 24, 2019 RESOLUTION NO. 2019-136 ADOPTED: September 24, 2019 A RESOLUTION: AWARDING A CONTRACT FOR WASTEWATER TREATMENT POLYMER TO POLYDYNE INC. IN THE AMOUNT OF $125,472 WHEREAS, polymer is needed for secondary clarifier settling and sludge dewatering operations at the Water Pollution Control Facility; WHEREAS, in response to a public solicitation for request for proposal for polymer, the Town received the following three (3) proposals on May 29, 2019: 9 Pollu-Tech Inc. • Solenis LLC e Polydyne, Inc.; and WHEREAS, the proposals were evaluated by the Chief Procurement Officer and the Water Pollution Control Utility Manager in accordance with the Town's Procurement Policy, and the requirements of the public solicitation; and WHEREAS, bench testing was completed by all vendors during Phase I; and WHEREAS, full scale plant pilot testing was completed by all vendors during Phase II; and WHEREAS, these are unit price contracts; and WHEREAS, the quantities used for costs comparisons are estimates; and WHEREAS, the awarded contract is based on the unit price bid amount and the quantities included in the proposal documents; and WHEREAS, the Town's adopted Fiscal Year 2020 budget amount is sufficient with no additional funding necessary; and WHEREAS, Polydyne Inc. was recommended by staff and Town's engineering consultant based on results from both phases of testing; and -2- A RESOLUTION: AWARDING CONTRACT FOR WASTEWATER TREATMENT POLYMER TO POLYDYNE INC. WHEREAS, this contract will be for an initial period of one year, and renewable up to four additional consecutive one-year periods. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the Town Manager is hereby authorized to execute a contract in a form approved by the Town Attorney with Polydyne, Inc. for polymer needed for secondary clarifier settling and sludge dewatering operations at the Water Pollution Control Facility.
