A RESOLUTION: ENDORSING THE APPLICATION FOR THE VIRGINIA
DEPARTMENT OF TRANSPORTATION FISCAL YEARS 2021 AND
2022 REVENUE SHARING PROGRAM FUNDING FOR THE ROUTE
15 BYPASS /EDWARDS FERRY ROAD INTERCHANGE PROJECT
WHEREAS, the Virginia Department of Transportation (VDOT) Revenue Sharing Program
provides funding to local governments to construct, improve, or maintain the highway system within
that jurisdiction; and
WHEREAS, the Revenue Sharing Program provides funding for 50% of eligible project
costs, with the local government responsible for the remainder of the project costs; and
WHEREAS, VDOT is accepting applications for Revenue Sharing funds for Fiscal Years
2021 and 2022; and
WHEREAS, the Town of Leesburg desires to submit an application for the Route 15
Bypass/Edwards Ferry Road Interchange project to be funded through the VDOT Revenue Sharing
Program; and
WHEREAS, the Route 15 Bypass/Edwards Ferry Road Interchange project is included in
the Town's Fiscal Year 2020 — 2025 Capital Improvements Program; and
WHEREAS, the Town of Leesburg desires to submit an application for $5,000,000 in VDOT
Fiscal Year 2021 Revenue Sharing funds and $2,850,00 in VDOT Fiscal Year 2021 Revenue Sharing
funds to be matched with $7,850,000 in local funding derived from Northern Virginia Transportation
Authority 70% funds, and other potential future funding sources.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia as follows:

15 BYPASS /EDWARDS FERRY ROAD INTERCHANGE PROJECT
SECTION I. The Town Council supports this application for VDOT Fiscal Year 2021 and
Fiscal Year 2022 Revenue Sharing Program funds for the Route 15/Edwards Ferry Road Interchange
project.
SECTION II. The Town of Leesburg hereby agrees to provide its share of the total cost for
preliminary engineering, right-of-way and construction of these projects in accordance with the
project financial documents.
SECTION III. The Town of Leesburg will be responsible for maintenance and operating
costs of the facility as constructed unless other arrangements have been made with VDOT.
SECTION IV. If the Town of Leesburg subsequently elects to cancel the project, the Town
of Leesburg hereby agrees to reimburse VDOT for the total amount of costs expended by VDOT
through the date VDOT is notified of such cancellation. The Town of Leesburg also agrees to repay
any funds previously reimbursed that are later deemed ineligible by VDOT.
SECTION V. The Town of Leesburg hereby grants authority for the Town Manager to apply
for funds and execute project administration agreements, as well as other documents necessary for
approved projects.
