A RESOLUTION: AWARDING THE TRAFFIC SIGNAL COMPONENTS INSTALLATION
AND REPLACEMENTS CONTINUING SERVICES CONTRACT TO
B&B SIGNAL COMPANY, LLC OF MANASSAS, VIRGINIA
WHEREAS, the Town's traffic signal and loop maintenance program is an integral part of
the Department of Public Works & Capital Projects annual maintenance program; and
WHEREAS, in response to a public solicitation for bids for the Traffic Signal Components
Installation and Replacements contract, the Town received four bids on August 28, 2019 from the
following firms:
• B&B Signal Company, LLC $ 342,451.00
a Richardson -Wayland Electrical Company, LLC $ 682,774.37
® Ardent Company, LLC $ 747,400.00
• Phillip C. Clarke Electrical Contractor, Inc. $ 870,515.00
WHEREAS, the bids were evaluated by the Director of Public Works and Capital Projects
and the Chief Procurement Officer in accordance with the Town Procurement Policy; and
WHEREAS, B&B Signal Company, LLC of Manassas, Virginia was determined the lowest
responsive and responsible bidder; and
WHEREAS, this is a unit price contract; and
WHEREAS, the quantities used for bid comparison are estimates; and
WHEREAS, based on the estimated quantities the contract value for the first year of the
contract will not exceed $77,200, and no additional funding is needed; and
WHEREAS, in subsequent years the contract will be extended in the amount of the approved
traffic signal maintenance budget; and
WHEREAS, this contract will be for an initial period of one year, and renewable up to four
additional, consecutive one-year periods.

AND REPLACEMENTS CONTINUING SERVICES CONTRACT TO
B&B SIGNAL COMPANY, LLC OF MANASSAS, VIRGINIA
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Manager is hereby authorized to execute a contract in a form approved by the Town Attorney
with B&B Signal Company, LLC for traffic signal maintenance.
