A RESOLUTION: INITIATING AMENDMENTS TO THE TOWN CODE TO REGULATE
THE OPERATION OF MOTORIZED SKATEBOARDS OR SCOOTERS,
BICYCLES, OR ELECTRIC POWER -ASSISTED BICYCLES FOR HIRE
WHEREAS, on March 22, 2019 the General Assembly of Virginia enacted certain
amendments to the provisions of Title 46.2 of the Code of Virginia relating to motorized
skateboards or scooters (Virginia Acts of Assembly — 2019 Session, Chapter 780; HB 2752), and
enacted a new § 46.2-1315; and
WHEREAS, Virginia Code § 46.2-1315 authorizes the Town to regulate the operation of
motorized skateboards or scooters, bicycles, or electric power -assisted bicycles for hire and, in
the absence of regulation, would allow motorized skateboards or scooters, bicycles, or electric
power -assisted bicycles to be offered for hire without restriction in any locality on or after
January 1, 2020; and
WHEREAS, the unregulated operation of motorized skateboards or scooters, bicycles, or
electric power -assisted bicycles for hire may pose a risk to the health, safety, and welfare of
Town residents and visitors, including pedestrians and vehicle users; and
WHEREAS, the Town Council wishes to consider potential amendments to the Town
Code regulating the for -hire operation of motorized skateboards or scooters, bicycles, or electric
power -assisted bicycles in the interest of the health, safety and welfare of Town residents and
visitors, and to obtain staff recommendations, discuss, and hold public hearings to obtain public
input regarding such potential Town Code amendments.
THEREFORE, BE IT RESOLVED, by the Council of the Town of Leesburg in Virginia
that amendments to the Town Code are hereby initiated so that the Town Council may consider

appropriate regulation of services offering for -hire use of motorized skateboards or scooters,
bicycles, or electric power -assisted bicycles within the Town.
