HomeMy Public PortalAbout2019_10_15_R159 In-Car Cameras for Police DepartmentThe Town of Leesburg, Virginia PRESENTED: RESOLUTION NO. 2019-159 ADOPTED: October 15, 2019 October 15, 2019 A RESOLUTION: AMENDING THE FISCAL YEAR 2020 BUDGET AND MAKING A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF $110,822 WHEREAS, the President's Task Force on 21St Century Policing recommended law enforcement executives utilize six general methods (Six Pillars); and WHEREAS, the Leesburg Police Department can utilize these Pillars to increase transparency, accountability, and trust with the community; and WHEREAS, a police department that employs in -car cameras is demonstrating to the public that it is confident in the actions its officers take when interacting with citizens; and WHEREAS, the implementation and use of in -car cameras will allow the Leesburg Police Department to evaluate police action to ensure adherence to policy and procedure, address training issues, and increase organizational accountability and transparency while enhancing operational effectiveness and efficiency; and WHEREAS, the Leesburg Town Council appropriated funding in the amount of $200,000 in the approved Fiscal Year 2017 budget for the purchase of in -car and body worn cameras; and WHEREAS, at the June 27, 2017 Regular Business Meeting, Town Council approved a contract award to Motorola Solutions for in -car and body worn cameras; and WHEREAS, the in -car cameras included in the Motorola Solutions contract were never received by the Police Department; and WHEREAS, the Town of Leesburg requested and received a refund from Motorola Solutions for the portion of the contract attributable to in -car cameras in the amount of $85,822 in July of 2019; and WHEREAS, the refund is included in the Fiscal Year 2019 General Fund unassigned fund balance; and -2- A RESOLUTION: AMENDING THE FISCAL YEAR 2020 BUDGET AND MAKING A SUPPLEMENTAL APPROPRIATION IN THE AMOUNT OF $110,822 WHEREAS, the Leesburg Police Department has identified new in -car cameras provided by WatchGuard which was recently acquired by Motorola Solutions; and WHEREAS, the existing contract with Motorola will be amended to reflect the new in -car cameras from WatchGuard; and WHEREAS, the installation will require 380 hours of additional staff time by the Town's fleet mechanics to complete; and WHEREAS, in order to accommodate within their regular maintenance work plan, the installation is to be conducted during extended hours on an overtime basis at a projected cost of approximately $25,000. THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the Capital Projects Fund and General budgets are hereby amended, and a supplemental appropriation in the amount totaling $110,822 of Fiscal Year 2019 General Fund unassigned fund balance is made as follows: 1.) $85,822 in the Capital Asset Replacement Program within the Capital Projects Fund for the purchase and first year maintenance costs of the in -car cameras; and 2.) $25,000 in the General Fund operating budget for the Department of Public Works and Capital Projects for the installation of the in -car cameras.
