HomeMy Public PortalAbout2019_10_22_R161 Emergency Communications CenterThe Town of Leesburg, Virginia PRESENTED: October 22, 2019 RESOLUTION NO. 2019-161 ADOPTED: October 22, 2019 A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMMEDIATELY PROCEED WITH UPGRADING THE CALL HANDLING EQUIPMENT FOR THE EMERGENCY COMMUNICATIONS CENTER AT THE LEESBURG POLICE STATION WITH AN APPROPRIATION FROM THE FISCAL YEAR 2019 UNASSIGNED FUND BALANCE WHEREAS, the Leesburg Police Department operates the Town of Leesburg's Emergency Communications Center at 65 Plaza Street; and WHEREAS, the Town's Emergency Communication Center system is not currently able to receive the Automatic Number Identification (ANI) and Automatic Location Identifier (ALI) from the Loudoun County Dispatch Center which is critical emergency information; and WHEREAS, in order for the Automatic Number Identification (ANI) and the Automatic Line Information (ALI) to be received by Leesburg Police dispatchers, new call handling equipment and access to the Emergency Services Internet Protocol Network is immediately required to enhance public safety capabilities; and WHEREAS, a specialized consultant, Mission Critical Partners, LLC, was contracted by the Town to fully assess the operational, financial, and technological aspects of the Town's current Emergency Communications Center; and WHEREAS, Mission Critical Partners recommends the implementation of new Call Handling Equipment (CHE) to include a connection to the regional emergency services Internet Protocol network (ESlnet), and recommends the purchase of a multimedia logger/recorder system that meets its needs and fiscal requirements; and THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia hereby approves the following: -2- A RESOLUTION: AUTHORIZING THE TOWN MANAGER TO IMMEDIATELY PROCEED WITH UPGRADING THE CALL HANDLING EQUIPMENT FOR THE EMERGENCY COMMUNICATIONS CENTER AT THE LEESBURG POLICE STATION WITH AN APPROPRIATION FROM THE FISCAL YEAR 2019 UNASSIGNED FUND BALANCE SECTION I. The Capital Projects Fund budget is hereby amended and a supplemental appropriation of Fiscal Year 2019 General Fund Unassigned Fund Balance is made in the amount of $450,000 to the Town's Capital Asset Replacement Program for the fiscal year beginning July 1, 2019 and ending June 30, 2020 to fully fund the initial setup, implementation, and consultant services required to upgrade the Call Handling Equipment in the Town's Emergency Communications Center in order to receive critical Automatic Number Information (ANI) and the Automatic Location Information (ALI); and the Town Manager is authorized to immediately execute all necessary contracts, in a form approved by the Town Attorney; and SECTION II. The Town Manager is directed to pursue official status as a Secondary Public Safety Answering Point (PSAP) for the Leesburg Police Emergency Communications Center.
