A RESOLUTION: EVERGREEN MILL ROAD WIDENING PROJECT CHANGE ORDER NO. 2 FOR
DESIGN AND ENGINEERING SERVICES
WHEREAS, the Evergreen Mill Road Widening project is a funded capital project included in the
Town's Fiscal Year 2020-2025 Capital Improvements Program; and
WHEREAS, the Town awarded a contract to WSP/Parsons Brinkerhoff in October 2016 in the amount
of $898,144.35 to provide design and engineering services for the Evergreen Mill Road Widening project; and
WHEREAS, the original design contract value has previously been increased to $903,144.35 due to
changes to the project and additional services requested by the Town; and
WHEREAS, the project scope has been modified to include an additional 0.3 mile of length from
Battlefield Parkway to the southern entrance to Heritage High School; and
WHEREAS, Change Order No. 2 to the design and engineering services contract, in the amount of
$611,314.53, is required to complete design of that portion of the project; and
WHEREAS, Change Order No. 2 increases the modified design contract amount by more than the
allowable 25% or $50,000, whichever is greater, as allowed by the Virginia Public Procurement Act, and
therefore requires Town Council authorization.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia that the Town
Manager is hereby authorized to execute Change Order No. 2 to the contract with WSP/Parsons Brinkerhoff in
the amount of $611,314.53, for providing the additional design and engineering services for the Evergreen Mill
Road Widening project for a revised design contract total of $1,514,458.88.
