A RESOLUTION: AWARDING THE FISCAL YEAR 2020 SNOW REMOVAL SERVICES
CONTRACT TO MULTIPLE CONTRACTORS IN THE AMOUNT OF
$103,270
WHEREAS, the Fiscal Year 2020 Snow Removal Services contract is required to assist
Town staff with snow removal on Town owned and maintained streets; and
WHEREAS, in response to three public solicitations for bids and quotes for the Snow
Removal Services Contract, the Town received nine bids or quotes on or before October 30, 2019;
and
WHEREAS, contractors were able to bid the equipment that they had in order to fill the list
of equipment that the Town needed; and
WHEREAS, all vehicles went through an inspection process and the contractors that were
successful bidders, i.e. lowest pricing per hour and had equipment passing the inspection were
from the following firms:
• Amazing Outdoors $75,580 per 12 hours for
plow vehicles and 8 hours
for equipment
o 2— %-ton or 1-ton trucks
o 3 — 2-ton trucks
o 4 — 5-ton trucks
o 2 — Single -axle dump truck
o 3 — Loaders
o 3 — Backhoes
o 4 — Skid Loaders
o 1— Grader
o 2— Snow Blowers
o 5— Laborers
o 3— Supervisor Trucks
• Escalante Trucking, LLC
o 2— Snow Blowers
o 2— Laborers
$1,860 per 8 hours

• Blake Landscapes, Inc. $12,120 per 24 hours
o 2 — 2-ton trucks
o 2 — 5-ton trucks
• Thomas A. Ashley $6,540 per 12 hours
o 1— 3-ton truck
o 1 — Tandem Dump Truck
• Wilfredo Chiroque $2,190 per 24 hours
o 1 — 2-ton truck
• Ugarte Riess, Inc. $2,430 per 24 hours
o 1 — Multi -axle dump truck
• Bramhall Trucking, Inc. $2,550 per 24 hours
o 1 — Multi -axle dump truck
WHEREAS, the bids and quotes were evaluated by the Director of Public Works and
Capital Projects and the Chief Procurement Officer in accordance with the Town Procurement
Policy; and
WHEREAS, all equipment has been inspected by the Town's Fleet Maintenance Division
to ensure that each piece of equipment meets the bid specifications; and
WHEREAS, Amazing Outdoors, Escalante Trucking, LLC, Blake Landscapes, Inc.,
Thomas A. Ashley, Wilfredo Chiroque, Ugarte Riess, Inc., and Bramhall Trucking, Inc. were
determined the lowest responsive and responsible bidders; and
WHEREAS, this is an hourly contract with mobilization and demobilization costs included
and the hourly rate multiplied by 12-hours for plow vehicles and 8-hours for equipment plus the
mobilization and demobilization costs have been calculated to establish the initial contract price;
and
WHEREAS, change order procedures are detailed in the bid specifications; and
WHEREAS, funding in the amount of $155,000 is available within Department of Public
Works and Capital Projects Fiscal Year 2020 operating budget for snow removal services; and

WHEREAS, no additional funding is required for the initial award of 12-hours for the plow
vehicles and 8-hours for the equipment, however a supplemental appropriation will be required for
any events longer than the initial award of the contract.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
Town Manager is authorized to execute contracts totaling $103,270 in a form approved by the
Town Attorney for the initial 12-hours of plow vehicle and 8-hours of equipment for snow removal
services with:
• Amazing Outdoors in the amount of $75,580;
• Escalante Trucking LLC in the amount of $1,860;
• Blake Landscapes, Inc. in the amount of $12,120;
• Thomas E. Ashley in the amount of $6,540;
• Wilfredo Chiroque in the amount of $2,190;
• Ugarte Riess, Inc. in the amount of $2,430; and
• Bramhall Trucking, Inc. in the amount of $2,550.
