A RESOLUTION: MAKING A SUPPLEMENTAL APPROPRIATION OF $170,000 FOR
THE BATTLEFIELD PARKWAY TRAIL ACROSS THE ROUTE 15
BYPASS PROJECT AND AWARDING THE CONTRACT TO M&F
CONCRETE INC.
WHEREAS, the Battlefield Parkway Trail Across the Route 15 Bypass project is a funded
capital project in the Fiscal Year 2020 — 2025 Capital Improvements Program (CIP); and
WHEREAS, in response to a public solicitation for construction of this project, the Town
received two responsive bids on September 26, 2019 from the following firms:
• M&F Concrete, Inc.
• Finley Asphalt & Sealing, Inc.
$631,436.26
$641,867.19
WHEREAS, M&F Concrete Inc. was determined the lowest responsive and responsible
bidder; and
WHEREAS, this is a unit price contract and the estimated quantities multiplied by the unit
price have established the contract price; and
WHEREAS, the Director of Public Works and Capital Projects recommends awarding the
construction contract to M&F Concrete Inc.; and
WHEREAS, funding for the project is primarily through the Federal Highway
Administration's Highway Safety Improvement Program funds which is being administered by the
Virginia Department of Transportation; and
WHEREAS, Virginia Department of Transportation and the Federal Highway
Administration have reviewed the bids and concur with the award; and

CONCRETE INC.
WHEREAS, the low bid in the amount of $631,436.26 exceeds the construction budget of
$500,000 in the CIP, and it is the Town's responsibility to provide the additional funding; and
WHEREAS, sufficient funds are available in the CIP through Northern Virginia
Transportation Authority (NVTA) Local 30% funding to award the contract, and to provide a 10%
contingency.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that:
1. The Battlefield Parkway Trail Across the Route 15 Bypass project within the Capital
Improvements Program is hereby amended, and a supplemental appropriation Northern
Virginia Transportation Authority (NVTA) Local 30% funding is made in the amount
of $170,000 for fiscal year beginning July 1, 2019 and ending June 30, 2020; and
2. The Town Manager is authorized to execute a contract in a form approved by the Town
Attorney with M&F Concrete Inc. in the amount of $631,436.26 for the construction
of the Battlefield Parkway Trail Across the Route 15 Bypass project.
