A RESOLUTION: APPROVING A SUPPLEMENTAL APPROPRIATION IN THE
AMOUNT OF $70,090 FROM EXISTING PROFFERED
CONTRIBUTIONS TO BE DISBURSED TO THE LEESBURG
VOLUNTEER FIRE COMPANY PER THE TOWN COUNCIL'S
ADOPTED PROFFER DISBURSEMENT POLICY
WHEREAS, as part of each rezoning application and a condition of the issuance of an
occupancy permit, the applicant shall make a one-time contribution to the Town of $100 per
Residential use constructed on the Property and $0.10 per gross square foot of Non -Residential
use constructed on the Property for distribution to the public safety providers within the Town;
and
WHEREAS, the Town currently has two volunteer companies that provide fire -rescue
services: Leesburg Volunteer Fire Company and Loudoun County Volunteer Rescue Squad; and
WHEREAS, proffered contributions are divided equally between the Town's two
volunteer public safety companies; and
WHEREAS, the Town received a letter on July 15, 2019 from the Leesburg Volunteer
Fire Company requesting the use of proffered contributions to be used toward their expansion
project at Fire Station 20; and
WHEREAS, per the Town Council's Fire -Rescue Proffer Disbursement policy, adopted
per Resolution 2017-184 on December 12, 2017, the written request is submitted to the Town's
Zoning Administrator to determine whether the use of the requested proffer complies with the
proffered condition; and
WHEREAS, the requested use toward the expansion of the existing Fire Station 20
facility was deemed a suitable use with the Code of Virginia and the applicable proffer language

per the Town's Zoning Administrator's official interpretation provided to the Town Manager on
September 5, 2019; and
WHEREAS, at the time of the Town Council's regular meeting on November 26, 2019,
the balance of proffered contributions for the Leesburg Volunteer Fire Company is $70,090.
THEREFORE RESOLVED, by the Council of the Town of Leesburg in Virginia that
the General Fund operating budget is hereby amended, and a supplemental appropriation of
proffered contributions is made in the amount of $70,090 for the fiscal year beginning July 1,
2019 and ending June 30, 2020.
