MO. R-45 ("URBAN RENEWAL PLAN (AMENDED - 1997)"). BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS FOLLOWS: Section 1. The City Council of the City of Jefferson, Missouri, hereby makes the following findings: a. An Amendment to the Urban Renewal Plan (Amended - 1997) has been approved by the governing body of the Local Public Agency, as evidenced by a copy of said body's duly certified resolution approving the Amendment to the Urban Renewal Plan, which is attached hereto. b. The Housing Authority has declared this to be a minor, rather than a major, change of the Plan. The proposed modifications will not substantially change the Plan as previously approved by the City Council. c. It is necessary for the City Council to take appropriate official action respecting any amendment to the Urban Renewal Plan in conformity with the Urban Renewal Plan itself and applicable laws. d. The objectives of the Amendment to the Urban Renewal Plan cannot be achieved through more extensive rehabilitation of the project area. e. The Amendment to the Urban Renewal Plan for the project area is feasible and conforms with the general plan for the development of the community as a whole. f. The Amendment will further promote the public welfare and the proper development of the community by making certain areas available for disposition for public use in accordance with the Amendment. Section 2. The Amendment to the Urban Renewal Plan, having been duly reviewed and considered, is hereby approved, and the City Clerk is hereby directed to file said copy of the Amendment to the Urban Renewal Plan with the minutes of this meeting. Section 3. In order to implement and facilitate the effectuation of the Amendment to the Urban Renewal Plan hereby approved, it is found and determined that certain official action may be necessary to be taken by this Body with reference, among other things, to the disposition of property for public use; and accordingly, this Body hereby a. Pledges its cooperation in helping to carry out the Amendment to the Urban Renewal Plan; b. Requests the various officials, departments, boards, and agencies of the Locality having administrative responsibilities in the premises likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the Amendment to the Urban Renewal Plan; and c. Stands ready to consider and take appropriate action upon proposals and measures designed to effectuate the Amendment to the Urban Renewal Plan. Section 4. City Counselor RESOLUTION NO. 4470 RESOLUTION APPROVING AMENDMENT TO URBAN RENEWAL PLAN IN PROGRESS URBAN RENEWAL PROJECT MO. R-45 WHEREAS, due to changes in the intended disposition of certain property owned by the Housing Authority of the City of Jefferson, certain modifications have been proposed to the Urban Renewal Plan for Progress Urban Renewal Project MO. R-45 (as previously amended); and WHEREAS, the Authority has considered and determined that the proposed land uses and building requirements in the project area are designed with the general purpose of accomplishing, in conformance with the general plan, a coordinated, adjusted and harmonious development of the community and its environs which, in accordance with present and future needs, will promote health, safety, morals, order, convenience, prosperity and the general welfare, as well as efficiency and economy in the process of development; including, among other things, adequate provision for traffic, vehicular parking, the promotion of safety from fire, panic and other dangers, adequate provision for light and air, the promotion of the healthful and convenient distribution of the population, the provision of adequate transportation, water, sewage and other public utilities, schools, parks, recreational and community facilities and other public requirements, the promotion of sound design and arrangement, the wise and efficient expenditure of public funds, the prevention of the recurrence of insanitary or unsafe dwelling accommodations, or insanitary areas, or conditions of blight or deterioration, and the provision of adequate, safe and sanitary dwelling accommodations; and WHEREAS, the proposed amendment to the plan is considered to be in the best interest of this Authority and the City of Jefferson. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Housing Authority of the City of Jefferson, Missouri, acting in its capacity as the land clearance for redevelopment authority for the city, as follows: 1. That the Urban Renewal Plan (Amended - 1997) be amended by deleting Section D, paragraph 1.a.(2) in its entirety and replacing it with the following: (2) Those areas designated to serve a public use are shown on the attached Exhibit, Disposition Plan-Capitol West Area Map (URP-4, rev. 12/2014). 2. That the Urban Renewal Plan (Amended - 1997) be further amended by deleting Part 11-Exhibit. URP-4 (Urban Renewal Plan--1997), Disposition Plan-Capitol West Area as contained in said Plan, and substituting in lieu thereof a new Disposition Plan-Capitol West Area, Exhibit URP-4 (rev. 12/2014), which is attached hereto and incorporated herein by reference. 3. That it is hereby found and determined that the objectives of the Urban Renewal Plan (Amended - 1997) cannot be achieved through more extensive rehabilitation of the project area. 4. That this proposed amendment to the Urban Renewal Plan (Amended 1997) is a minor change or modification to the Plan, and therefore that the Housing Authority does not need to hold a public hearing on it. 5. That the approval of the City Council for the attached amendment. Amendment of Urban Renewal Plan (Amended-1997), December . 2014, shall be sought. 6. That the officers of the Board and the staff are directed to take whatever steps may be necessary to facilitate the approval of this amendment to the Plan according to law. PROGRESS URBAN RENEWAL PROJECT MO. R-45 AMENDMENT OF URBAN RENEWAL PLAN (AMENDED - 1997) December , 2014 HOUSING AUTHORITY OF THE CITY OF JEFFERSON, MISSOURI FOREWORD This Amendment proposes certain changes in the Urban Renewal Plan (Amended - 1997) which was previously approved for the Progress Urban Renewal Area, MO. R-45. The changes concern a modification of the proposed use of land for several tracts which are now to be for public purposes and uses. The proposed changes to the Urban Renewal Plan (Amended - 1997) and supporting rationale are described on this and the following page. Reworded or added provisions are indicated in capital letters. Existing text is also provided for reference purposes. CHANGES 1. Change Section D.1.a. (2) to read as follows: PROPOSED: (2) THOSE AREAS DESIGNATED TO SERVE A PUBLIC USE ARE SHOWN ON THE ATTACHED EXHIBIT, DISPOSITION PLAN--CAPITOL WEST AREA MAP (URP-4 (rev. 12/2014)). EXISTING: (2) Those areas designated to serve a public use are likewise shown on the above described Exhibit Map. 2. Substitute the proposed Disposition Tracts Capitol West Area Map (URP-4 (rev. 12/2014), Progress Urban Renewal Area, for URP-4 (Urban Renewal Plan--1997).
