A RESOLUTION: APPROPRIATION AND APPROVAL OF RESERVE FUNDING
OF$188,900 TO ACCELERATE THE IMPLEMENTATION OF A NEW
TOWN INTERNET SERVICE PROVIDER
WHEREAS, Loudoun County has been the Town's Internet Service Provider (ISP) since
2002; and
WHEREAS, in 2016, Loudoun County notified the Town that access to the internet will
no longer be provided effective June 30, 2022; and
WHEREAS, in 2018, both the Town Council and the Town's Technology and
Communications Commission approved the Information Technology Strategic Plan which
identified substantial security and infrastructure upgrades necessary to support a new connection
to the internet; and
WHEREAS, a reservation of $200,000 of Fiscal Year 2018 Unassigned General Fund
Balance was approved by Town Council on January 8, 2019 as part of Resolution 2019-016 to
begin the implementation of the Town endorsed IT Strategic Plan; and
WHEREAS, on May 14, 2019, the Town Council set aside funds for a consultant to
develop an Information Technology Infrastructure and Architecture Plan as part of Resolution
2019-072; and
WHEREAS, after researching and issuing an Request for Proposal (RFP), reviewing the
proposals, and hiring a Senior Systems Architect, the IT Division was able to develop a plan to
address all three major objectives without having to pay a consultant; and
WHEREAS, on November 5, 2019, the Town's Technology and Communications
Commission endorsed the Information Technology Division's plan in order to accelerate the

implementation of a new Internet Service Provider (ISP) that will allow the Town to separate from
Loudoun County; and
WHEREAS, staff has identified the first -year, implementation costs for associated
services, equipment, and security to accelerate the implementation of a new Internet Service
Provider (ISP) to be $188,900; and
WHEREAS, the recurring annual costs are projected to be $151,650, and will be included
as part of the Town Manager's Fiscal Year 2021 Proposed Budget.
THEREFORE, RESOLVED, by the Council of the Town of Leesburg in Virginia that the
General Fund operating budget is hereby amended, and a supplemental appropriation of reserved
Fiscal Year 2019 Unassigned Fund Balance is made in the amount of $188,900 for the fiscal year
beginning July 1, 2019 and ending June 30, 2020 in order to accelerate the implementation of a
new Town internet service provider with associated managed services.
