“Development since incorporation has
changed the formerly laid-back
character of the community with a
snowbird population to an upscale,
international flavor.”
The greatest threat to our

CHALLENGES
Growing Pains
Over the past three decades, Key Biscayne
has witnessed tremendous growth –both in
terms of population and the built
environment. Our demographics are shifting,
and with them a new and unique dynamic has
emerged.

While composition varies from state to state
and country to country, the bottom line is
that waste exists in massive quantities. We
therefore need to become more efficient at
managing and re-purposing what we throw
away.

Due to our unique porous
limestone aquifer, coupled
with sea level rise, the Village has an
increased risk of flooding. Major flooding
events are becoming more frequent, and
many old structures will not comply with new
base flood elevations –prompting critical
upgrades.

Moving Forward
It is time to take responsibility and
accountability for the future of the
Village. We must create a Sustainable
and Resilient culture by devoting
resources towards this task.
Over the past decade, the Village has taken
significant steps forward; yet the journey is
far from over…

1. ANALZE (D2): Perform a baseline analysis
to create a clear picture of existing conditions
and patterns.
2. ENGINEER (D2): Create a custom tailored
“greenprint” that meets the goals and takes
into account existing conditions.
3. PROPOSE (D2): Make a formal
presentation regarding the findings, and
recommendations for moving forward.
4. IMPLEMENT (D2 & VOKB):Initiate the
integration of the proposed “greenprint” plan
(which dovetails with the Sustainability Plan).
5. SERVICE (VOKB): Ensure the
implemented infrastructure is properly
serviced to maintain functionality and
efficiency.
6. ENFORCE (VOKB): Reinforce new policy
with strict guidelines, and ensure that failure
to comply results in a penalty.
7. INFORM (D2 & VOKB): Constantly keep
the community engaged with best practices,
access to services and new information.
