213 NORTH 3RD STREET
WHEREAS the zoning map designates real estate at 213 North 3rd Street
as R-3 One to Eight Family Residence District, and
WHEREAS it is desirable to change the zoning designation to M-1 Light
Industrial District to accommodate warehousing and light
manufacturing,
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning designation of the real estate at 213 North 3rd Street, which is
Auditor's Map Number 46-32-430-228.000.29 is hereby changed to M-1 Light Industrial
District.
Passed and adopted this 5th day of February 1996, by the Common Council of the City
of Richmond, Indiana.

South half of Lot #7 in Cook and Cox Addition to the City of Richmond.
Lots Numbered Fifteen (15), Sixteen (16), Seventeen (17), Eighteen (18),
Nineteen (19), Twenty (20), Twenty-one (21), Twenty-two (22), Twenty-three
(23), and Twenty-four (24) and all of the vacated alley lying between said
lots, all in John M. Laws Addition to the City of Richmond, Wayne County,
Indiana, in accordance with the recorded plat of said Addition.
Lot Size:
Site Description: Attention is invited to a plat of subject site which can be found in the
addenda. Subject site consists of two (2) parcels. Dimensions of the northern most parcel
are 23.66' x 125' containing 2,957 feet. Dimensions of the largest parcel, which includes
subject improvements, are 179' x approximately 240.65' x 179' x approximately 249.125'
containing 43,833 square feet. This site contains a total of 46,790 square feet or 1.074 acres.
It is level to gently rising from west to east. Offsite improvements include a two (2) lane
street with asphalt paved road bed. Additional offsite improvements include street lights,
poured concrete curbs, gutters and sidewalks. This site is serviced by all city utilities which
include water, sanitary sewer, electricity, natural gas and telephone.
REASON FOR REQUEST OF REZONING
So that the zoning will be consistent with how the property
has been used since it was constructed.
It was originally constructed in 1890 and various
modifications and additions have been made in the meantime.
Interior space occupies approximately 53,000 square feet.
Furniture was manufactured in the facility about fifty (50)
years ago. The Subject Property continued as a furniture
manufacturing facility until about 1951. It remained vacant
for a short period until occupied by Richmond Supply
Corporation as a plumbing supply distribution facility in
1955.
Richmond Supply Corporation owned the property until August
of 1994 at which time it was sold to TerKel Building Group,
LLC.
Since this time the building has been used for a warehouse
for local manufacturers i.e., York Casket, Cinram, Primex
Plastics.
Other manufacturers in this area which would be consistent
with a M-1 Zoning are Nixon Tool, Hayes Track, Purina Mills,
etc.

This ordinance is a rezoning of the former Kiefaber warehouse and sales room at 213 North 3rd
Street from R-3 One to Eight Family Residence district to M-1 Light Industrial district to
accommodate warehousing and light manufacturing. The property is owned by TerKel Building
Group, LLC of which Rhett Baumgartner is the managing member.
The ordinance should be referred to Plan Commission for public hearing at its meeting on January
23, 1996.
The ordinance could be back to Council for second reading on February 5, 1996.

Dear Mrs. Allen:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, January 23, 1996, on the petition
of TerKel Building Group, LLC, owner; Robert G. Burton, agent; requesting a
rezoning from R-3 One to Eight Family Residence District to M-1 Light Industrial
District at 213 N. 3rd Street, Richmond, Indiana.
Notices were delivered to thirteen surrounding property owners, with no
comments returned to this office.
The Plan Commission voted 10 in favor, with 1 absent, to recommend the passage
of Ordinance No. 1-1996.
