A SPECIAL ORDINANCE DESIGNATING RESIDENTIAL
PARKING PERMIT AREA NUMBER 10
WHEREAS the Board of Public Works & Safety on December 21, 1995 adopted Resolution 8-
1995 and recommended to Common Council the designation of Residential Parking
Permit Area Number 10 pursuant to Chapter 74.28 of the Richmond Code, and
WHEREAS the Board of Public Works & Safety has complied with all requirements specified
by Chapter 74.28 in regard to establishing Residential Parking Permit Areas,
NOW THEREFORE, be it ordained by the Common Council of the City of Richmond, Indiana,
that the following street is now hereby designated Residential Parking Permit Area 10.
SW E Street from SW 3rd Street to SW 4th Street, both sides

BOARD OF PUBLIC WORKS & SAFETY RESOLUTION 8 - 1995
A RESOLUTION RECOMMENDING A RESIDENTIAL PARKING
PERMIT AREA
Whereas a public hearing was held by the Board of Public Works & Safety on December 14,
1995 regarding a Residential Parking Permit Area as specified by Section 74.28 of
the Richmond Code, and
Whereas the proposed Residential Parking Permit Area consists of the following streets,
SW E Street from SW 3rd Street to SW 4th Street - Both Sides, and
SW 3rd Street from SW D Street to SW E Street - Both Sides
Whereas public testimony at the hearing on December 14, 1995 was in support of a
residential parking permit area for SW E Street from SW 3rd to SW 4th Street, and
Whereas public testimony at the hearing on December 14, 1995 was against a residential
parking permit area for S. W. 3rd Street from S. W. D Street to S. W. E Street, and
Whereas the Board of Public Works & Safety has found the following criteria have been
meet for the area of SW E Street from SW 3rd Street to SW 4th Street:
a. The safety of the residents in said area will be enhanced by restricting the
intensive vehicle parking of non-residents.
b. The residents of the aforementioned area are unable to obtain adequate
curbside parking near their residences because of widespread use of available
parking by non-resident motorists,
C. A residential parking permit area in the aforementioned area will alleviate the
problem of parking by non-residents of the area,
d. Residents of the aforementioned area are willing to bear the cost of
purchasing parking permits, and
C. The Board of Public Works & Safety recognizes the need for parking
available in the aforementioned residential parking permit area for use by the
residents of the area,
NOW, THEREFORE, be it resolved by the Board of Public Works and Safety, it is recommended
that Common Council establish a Residential Parking Permit Area on the following street only,
SW E Street from SW 3rd Street to SW 4th Street
NOW, THEREFORE, be it resolved by the Board of Public Works and Safety, that the area of SW
3rd Street from SW D Street to SW E Street be denied as a residential parking permit area as it does
not meet the criteria of Richmond Code Section 74.28.
It is also recommended that the Traffic Safety Division of the Police Department reevaluate the
yellow curb marking at the intersection of SW 3rd Street and SW E Street after the residential
Parking Permit Area is created.
