CALL TO ORDER AND ROLL CALL
Mayor Giles called the Special Emergency meeting of the McCall City Council to order at
2:00 p.m. Mayor Giles, Council Member Nelson, Council Member Nielsen, and Council
Member Thrower all answered roll call. Council Member Maciaszek joined the meeting at
2:04 p.m.
City staff members present were BessieJo Wagner, City Clerk; Sarah Porter, Deputy Clerk; Erin
Greaves, Communications Manager; Linda Stokes, City Treasurer; Brian Parker, City Planner;
Kurt Wolf, Parks and Recreation Director; Chris Curtin, Information Systems Manager; Traci
Malvich, Human Resources Manager; Sean Reilly, Network Administrator; Meredith Todd,
Assistant City Planner; Stefanie Bork, Parks and Recreation Business Manager; Sabrina Sims,
Water Systems Manager; Morgan Stroud, City Engineer.

City Clerk and Acting City Manager BessieJo Wagner stated that the special meeting was noticed
properly as an Emergency Meeting of the McCall City Council pursuant to Idaho Code §74-204(2).
AB 23-125 Request to Ratify the Approval of the Contract with Olympus Technical Services
for the fuel cleanup in Payette Lake and affected areas
On May 28, 2023, an unidentified fuel source was reported in the Big Payette Lake. After meeting
with the Department of Environmental Quality (DEQ) and the Environmental Protection Agency
(EPA) it was determined that the fuel needed to be mitigated as soon as possible. After soliciting
three emergency cleanup service quotes, the staff chose Olympus Technical Services (Olympus)
as the company had the appropriate experience and equipment to start immediately. Due to the
emergency nature of the contract, it was decided, on the advice of legal counsel, that BessieJo
Wagner acting as City Manager in Anette Spickard's absence would sign the contract and then
bring it to the Council to ratify the decision.
Council Member Nelson moved to Ratify the approval of the Contract with Olympus
Technical Services for the fuel cleanup in Payette Lake and affected areas giving BessieJo
Wagner the authority to sign all necessary documents related to this contract. Council
Member Nielsen seconded the motion. In a roll call vote, Council Member Nelson, Council

Member Nielsen, Mayor Giles, Council Member Maciaszek, and Council Member Thrower
all voted aye, and the motion carried.
City Staff Provided an Update on the Incident
Water Systems Manager Sabrina Sims reviewed the steps taken by staff and the collaborations
between departments as well as other entities. City Engineer Morgan Stroud explained how the
current stormwater protections work. Mayor Giles asked if it is surprising that staff has not
received the report back from the lab in Boise from the water samples sent by staff to identify the
fuel. Manager Sims noted that it was not unusual to not have the results yet and expressed that the
results should be in by the end of the day. Parks and Recreation Director Kurt Wolf noted that
identifying the fuel type is not as important at this point since all petroleum products act the same
when mixed with water and the cleanup process is very similar with all petroleum products. Mayor
Giles expressed being proud of the City departments for their quick actions and teamwork to get
the spill under control.
Council Member Thrower asked about the lake looking worse on Wednesday and if the leak into
the lake has stopped. Director Wolf noted that the lake looked worse on Wednesday because the
lake was calm. Additionally, wind and sun are the two things that will break the molecules up and
make the cleanup effort much easier. Mayor Giles asked Director Wolf for an estimated date the
beaches would be back open. Director Wolf noted that the beaches are now open except for Art
Roberts Park. Engineer Stroud noted the EPA training available for future prevention efforts.
Director Wolf noted possible grant funding available to help recoup the costs associated with the
cleanup. Council Member Nelson asked if the amount of fuel spilled had been determined. Director
Wolf noted that determining the amount spilled is not an exact science as one tablespoon of fuel
will thin out and be 10 ft wide by 20 ft long. Council Member Nelson additionally asked about
preventative measures for the future. Director Wolf noted that local climate poses challenges when
putting signs up near storm drains about where the water goes. Clerk Wagner noted that there is a
plan to do some community education around storm water and what happens to items that are
dumped down the storm drain.
Drew Dodson of the Star News asked why the Vortex cleaning system in the storm drain outlet
was unable to clean the water containing the fuel before it went to the lake. Engineer Stroud noted
there was a lot of storm water in the system because of the recent rainstorms. Director Wolf noted
that the system is a small municipal system that can handle the small day to day issues but a
significant amount under the right conditions cannot be handled by the Vortex.
