BLOCK OF SOUTH "A" STREET
WHEREAS the zoning map designates certain real estate in the 4200 Block of
South "A" Street as R-4 Multi -Family Residence District, and
WHEREAS it is desirable to change the zoning designation to C-2 Commercial
District to accommodate commercial development of the property
NOW, THEREFORE, be it ordained by the Common Council of the City of Richmond,
Indiana, that the zoning designation of certain real estate in the 4200 Block of South "A"
Street, which is more particularly described as set forth on Exhibit A attached hereto, is
hereby changed to C-2 Commercial District.
Passed and adopted this � day off' 1996, by the Common Council of
the City of Richmond, Indiana.

This ordinance relates to a rezoning request in the 4200 Block of South "A" Street from
R-4 Multi -Family Residence district to C-2 Commercial district in order to have a medical
office. The property is owned by Dr. Scott Mastores and Laura Culbertson Mastores.
The ordinance should be referred to Plan Commission for public hearing at its meeting on
March 26, 1996.
The ordinance could be back to Council for second reading on April 1, 1996.

Dear Mrs. Allen:
Please advise the members of Common Council that the Richmond Advisory Plan
Commission conducted a public hearing, Tuesday, February 27, 1996, on the petition
of Scott Mastores, M.D. and Laura Culbertson Mastores, owners; Kramer &
Associates, agent; requesting a rezoning from R-4 Multi -Family Residence District to
C-2 Commercial District in the 4200 block of South A Street (immediately west of
4261 S. A St.), Richmond, Indiana.
Notices were delivered to six surrounding property owners, with one comment in
favor and one comment opposed returned to this office.
The Plan Commission voted 10 in favor, with none opposed, and 1 absent, to
recommend the passage of Ordinance No. 6-1996.
