HomeMy Public PortalAboutTBM 1987-04-15Mayor Jensen called the meeting to order at 7:30 p.m. Board present were Finlay, Schauner, Klancke, Muhlbauer, Johnston. Attorney Hartlaub and Vicky winter. Bills presented for payment: TOWN BOARD APRIL 15, 1987 Klancke discussed buying spikes for the Neddles Tunnel restoration project on Corona Pass. Board approved the purchase of 5 spikes at $125 each. Sherrif's Dept. Officer Keith Hair showed the board new computer printout of all calls for the Town. Hair discussed that there are calls on the printout that are not in Fraser and they were correcting that. Board asked that any calls especially relating to Cty Rd. 72 and 804 involving accidents be program accessable for the Town's needs in dealing with Highway Dept. requests. Scott Bradley and C.B. discussed the P.C. review of a request to annex lot 17, Winter Park Ranch. C.B. reviewed that the project of 18 units will fit under the towns regualtions but that the Town made it clear that we will provide no services to this development. The County will need to be asked if they would expect any obligation to 804 from the town should we annex, a we will not assume any obligation resulting in this annexation for that portion of 804 and will not annex. Water and Sewer are porvided by W.P. West Dist. C.B. feels that the impact on the Town portion of 804 will be compensated in fees and taxes with this annexation. Fox stated that the project looked good and will fit the area. Also that the Town should be aware that other properties would possible seek annexation in that subdivision, and the town policy might be that no consideration of any properties except ridge lots would be considered. As the Board will not be able to have meeting in May, the Piliminary Plat, and final plat hearing will both take place by both board on the June 3rd meeting date of the Trustees. Plat and other documents will be submitted to the Town by april 29th for review of P.C. and staff during May to proceed to Public Hearing. Mr. Bradley will also annex the 1.6 acres located next to the Barn Store as the Town had recently been discussing. Costs of the annexation of the 1.6 will be provided by the Town. As a combined process board determined that $500 annexation fee be provided for the ridge lot and as they were combined the Town would then share 1/2 to 1/2 on the rest of the cost for annexation. Costs of the subdivision of lot 17 will be to the owner. April 15, 1987 Town Board Page 2 Mayor Jensen opened the Public Hearing for a special use permit for Middle Park Auto, for a sales lot located in the F.V. Center. Exhibit A. certified mailing and property list of owners within the required 200'. P.C. has reviewed this application and sugested that the F.V. Center renter be notified so that they could comment. Garrett stated that there would be a maximum of 15 cars for sale on the premises. Lease term has not been worked out a yet f C.B. sould like them to see if the term could be 18 months for a lease and then the board could look at how it works at the center and have an option not to renew a use permit. Garrett will try for this 18 month lease. Publication: did not take place although it was submitted to the paper. Board notes no objectors in the audience. Board tabled this permit hearing until the June 3rd meeting at 8:00 p.m. to allow for public Notice of this hearing. Schauner made a motion to go into executive session to discuss contract negotations. 2nd Muhlbauer. carried. 10:OOp.m. Schauner made a motion to come out of executive session 2nd Finlay, carried. 10:45 p.m. Opitz reviewed the underpass progress. Funding timing is being discussed and should be decided shortly. The project for a single span at this time with number of lanes has not been decided as yet. Cost share looks to be 80/20. County has discussed paying 1/2 of the 20% and the project looks to be about $500.000. Opitz reviewed that costs of design on the structure will go up some $500.00 but Opitz has reduced his charges to that the overrun is not that much. Opitz has a traffic count and will be submitting figures to the Dept. of Highways on the intersections, 804 and 72. Board will cancall all meeting for the month of May as there will not be a quorum present. M /S/ P Schauner, Muhlbauer. As the Ptg. Bees are becomming a problem, the new health Ord. may help with that. Board adjourned at 12:00 p.m.
