IONA COMMUNITY CENTER PRESENT: Mayor Brad Andersen, Council President Robyn Walker, Council Member Rob Geray, Council Member Dan Gubler, Council Member Kathy McNamara, Public Works Director Zech Prouse, Building Inspector Allen Eldridge, Police Chief Matt Lurker, City Clerk Shara Roberts ABSENT: Animal Control Officer Kayla Key and Treasurer Amy Sullivan VISITORS: Ryan Walker, William Winder, Terry McNamara, Karen Carlson, Thad & Wendy Skinner, Judy Botero, Ron Roberts Mayor Andersen opened meeting at 6:02 p.m. Animal Control Discussion: Mayor Andersen discussed keeping the Animal Control Officer Kayla Key on employment for approximately 10 hours a week, in addition to the new police hire. It would require a specified schedule to provide more coverage during evenings and weekends. Those present discussed whether the benefit was worth the cost. Mayor Andersen asked everyone to think about it, and a decision would be made during the City Council meeting. Chief Lurker also shared with Council the opportunity to potentially look into a reserve police program to help increase the presence in the community. Member McNamara inquired when a decision would be made on the new police hire. Chief Lurker reported it closed last week and he received 7 applications. Mayor Andersen asked that copies of the applications be kept in the office with the City Clerk so The Council can review and provide input. Interviews will be scheduled next week and the interview committee will consist of Mayor Andersen, Member Gubler, and Chief Lurker. Member Geray inquired if there are a lot of repeat offenders regarding dog control issues. Chief Lurker reported that there have been several repeat offenders, and Animal Control Officer Kayla Key has kept a list of who those individuals are. Member Geray explained that based on that, he would like to propose some changes to the ordinance that would increase the fees to hopefully deter individuals from repeat offenses. Bonneville County Contract: Chief Lurker reported he has written a revised contract which separates contracted services into two contracts; one for dispatch and one for law enforcement/animal control. The contract will be a fixed firm price meaning that the same amount will be reimbursed every quarter regardless of use. The revisions also stipulate that, a monthly report will be provided with the reimbursement request, and Kevin Casper will meet quarterly in person with the City. Chief Lurker will provide copies to Council for review. Firearms Discussion: Mayor Andersen stated that the Firearms Discussion would be covered during the Council Meeting. MYAC Ideas: Mayor Andersen asked if anyone had any specific ideas or suggestions they would like The Mayor's Youth Advisory Council (MYAC) to focus on this next upcoming year. Member Gubler commented on what a great help they were with the Iona Days and Fun Run. Member McNamara suggested MYAC could put together a time capsule for the museum. RT Patio Home Discussion: Mayor Andersen explained that on Quaky Aspen Road and Denning Road there are a couple of patio home owners who have stored large recreational vehicles when the space available does not allow for that. Mayor Andersen and Attorney Storer would like more feedback from Council regarding the type of vehicles that should be allowed vs. the type of vehicles that should not be allowed so they can move forward with drafting a revised ordinance. Scholarship Committee: Mayor Andersen reported that Stevens-Henagar's College has given the City of Iona two scholarships. Mayor Andersen will write a letter to thank them. The scholarship will be awarded sometime in the first part of December. Mayor Andersen would like the scholarship award committee members to consist of Clerk Roberts, Treasurer Sullivan, and one council member. Member Gubler volunteered to sit on this committee. Solid Waste Haulers Update: Clerk Roberts reported the office has not received any written or verbal comments to date from the Solid Waste Haulers. Mayor Andersen inquired what the deadline was for comment. Clerk Roberts explained that she didn't believe there was a deadline for comment, but that she would review the letter. Member Geray recommended if there was not an outlined deadline for comment to move forward on procedures to have this item as a public hearing during next month's agenda. Variance Fee Discussion: Mayor Andersen stated that Council and City staff should Zook at the resolutions to verify whether there is an established variance fee or not. Reports Council & Employee Reports: President Walker had nothing to report on at this time. Member McNamara had nothing to report on at this time. ICCTFOA Institute: Clerk Roberts reported that she and Treasurer Sullivan had the opportunity to attend the annual Idaho City Clerks, Treasurers, and Finance Officers Associations (ICCTFOA) Institute this last week in Boise, ID. Clerk Roberts received a scholarship in the amount of $250.00 to assist with the cost of attending this conference. Class topics that the conference covered were planning and zoning, open meeting law act, and public posting procedures. Public Works Report: Public Works Director Zech Prouse reported he has received over 17 applications for the Public Works position and it closes on Friday. Mayor Andersen proposed to start scheduling interviews sometime next week. The interview committee will consist of Mayor Andersen, Member Gubler, Zech Prouse, and Allen Eldridge. Director Prouse reported that the tank repair RFP presentations are tentatively scheduled for the next work meeting in October so Council can move forward on making a decision. Director Prouse provided an update on the tank site on where they were at with negotiations. It is listed as an agenda item for tonight's council meeting and will need to be decided on. Building Inspector Report: Inspector Allen Eldridge reported this fiscal year we had an increase of 5 new homes built in the City. Last year the final count was 33, and this year the final count is 38. Clerk Roberts sent out letters to all homeowners that had inactive permits and Allen received responses from everyone. Cameras have been put up in Country Haven, as well as, the mailboxes on the corner of Nelson and Ryanne for the patio homes. Police Report: Chief Lurker reported he picked up the new truck today from Teton Communications. He has also been working with Bonneville County Sheriff regarding fire arms complaints, and is referencing the City of Rexburg's firearm ordinance and would like to work on developing one for the City of Iona. Member Gubler had nothing to report at this time. Member Geray reported he has decided on Sunday November 8th for the Veteran's Day Celebration, and asked that everyone help get the word out to recruit volunteers. Meeting adjourned 6:57p.m. COUNCIL APPROVED: October 20, 2015 Brad Andersen, Mayor ATTEST: ara Roberts, City Clerk Building Department report for September 2015 We have had the best budget year so far with 38 NSFD For the budget year. That is Oct 12014 to September 30 2015 We have continued to grow every year by 5 NSFD each year so far Are growth has brought many changes to the building department along With the amount of time required to give the best service that I as well as the other Inspectors can. To break it down each inspection is around 1/2 hr. or can take as long as 1 1/2 hr. A new home has 8 inspections if we count the layout. If there are no re -inspection the Average house is 4-14 hrs. of inspections. So that being said we have grown and continue to Learn how to best manage time and to do the building department job.
