Regular Meeting of the City Council was held June 14th, 2021 at 5:00 pm with Mayor Hansen
presiding. Council members present: Ebert, Enneking, Klassen, Frangione. Absent: Jenness.
Also, present: Logan Patterson, Zac Rassel, Francis Hinspeter, Russ Hansen, Anna Erdman,
and Brian Flikeid.

Motioned by Klassen, seconded by Enneking, to approve minutes, bills, and clerk's report.
Ayes: Ebert, Enneking, Klassen, Frangione. Nayes: none. Motion carried
Motioned by Enneking, seconded by Ebert to approve recommendations from the Planning &
Zoning to appoint Joe Frangione to the Planning & Zoning Board. Ayes: Ebert, Enneking,
Klassen. Nayes: none. Abstained: Frangione. Motion carried
No Board of Adjustment recommendations at this time.

No Public Works report.
Chief of Police Flikeid reported he has been attending trainings to renew certificates. He
addressed again dogs at large. Calls and messages to Council members is not valid and will
not hold up in court. Complaints have to be made directly to the Police by the person
witnessing the dogs.
Mayor Hansen updated the Council on current nuisances. Four citations were issued and taken
to court for noncompliance. The Supreme Court overruled on the Jacobson's filing against the
City. Sales of the properties by the City will proceed.

Mayor Hansen gave the Public Works report. Public Works is doing patch work around Marcus.
Blacktop Services gave an estimate for Ottoseal on S Walnut from W Amherst to W Spruce, and
Paving N Linn from Cedar to Railroad, Railroad St from n Linn to Alley West of Maple St.
Chief Flikeid gave his monthly report of arrest made and continuing complaints of dogs and
cats. Flikeid is applying for a grant for newer body cameras that is currently being offered. The
current body cameras are good, the software that uploads the recordings is slow.
5:40 pm Jenness and Frangione left meeting.
Council expressed appreciation to Chief Flikeid for the good job he is doing. The Council
recognizes he is doing more work behind the scenes than what is visible to residents.

Mayor Hansen updated the Council that the properties sold to Dale Cave and Mid -American
have closed. Simpco can update the City Code with new State Codes and any new ordinances.
The City was asked about cleaning out the Cedar Street house at expense of an interested
buyer to get a better view of the structure and pipes. The Council advised checking with the
City Attorney. The City Clerk will be gone the week of July 19th to attend the Municipal
Professional Academy. Marjo Daum will be covering the office. The City's worker's comp
insurance representative has explained the risks associated with tree removal and recommends
Public Works take training before taking more trees down.
The fireworks ordinance and enforcement was discussed.
