HomeMy Public PortalAbout03/17/2009 Special CCM83 MEDINA CITY COUNCIL MEETING MINUTES OF MARCH 17, 2009 The City Council of Medina, Minnesota met in special session on March 17, 2009 at 6:01 p.m. in the Medina City Hall. I. Call to Order Members present: Weir, Crosby, Siitari, Smith (arrived at 6:15 p.m.) Members absent: Johnson Also present: City Administrator Chad Adams, Associate Planner Dusty Finke II. Institutional Zoning Regulation Discussion Finke provided an overview of the staff report via a slide presentation and requested direction from the Council on the approach staff is recommending and in consideration of the Planning Commission conceptual discussion on March 10a'. Discussion was held on the conditional use permit (CUP) standards for cemetery, church and public facility uses. The Council agreed that different CUP standards should exist for the uses. Discussion was held on the approach to permit churches in some, but not all zoning districts of the City. The Council agreed with this approach. Smith arrived at 6:15 p.m. Discussion was held on the methods and approach to designate types of churches in the different zoning districts. The Council agreed the Staff and Planning Commission should review using some or all of the following in determining locations and types of facilities: size of facilities and/or square footage, sewer capacity, road access, building capacity (actual usage at any given time by persons), and septic capacity with special emphasis to building capacity. Finke noted that sewer capacity may not be a good method based on discussions with the City's inspector, but he will follow-up on this option. The Council provided the following additional direction to Staff and the Planning Commission: a. Provide consistent school regulations. b. Provide a distinction between urban and non -sewer areas for institutional uses. c. Prohibit institutional uses in rural -residential areas of City. d. Create strict building standards for institutional uses. e. Create screening regulations if facing a residential property (i.e. or four-sided screening if needed) Medina City Council Special Meeting Minutes March 17, 2009 84 f. Clarify use of square footage or building footprint, or combination thereof, when determining regulations on size (i.e. less than 50,000 total sq. ft. of use for public/semi-public, but also less than 35,000 sq. ft. footprint of facility).
