Reiman approximately 7:00 P.M. on Thursday, May 8, 2003, Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: ROLL CALL Councilmember Randy Kmm ,, Susan Naples ,, Frank Parisi ,, Joseph Sitarz ,, Brian Sosnowski Also noted present was Borough Attorney Robert J. Bergen, Esq. NOTED ABSENT Noted absent was Councilmember Ronald Rios. The meeting was opened with a moment of Silent Prayer and The PRAYER, PLEDGE OF ALLEGIANCE Pledge of Allegiance led by Mayor Daniel J. Reiman. The Clerk stated that on April 25, 2003, in full compliance with the STATEMENT OF Open Public Meetings Act, a notice of tonight's meeting was sent to MEETING NOTICE The Home News Tribune, The Star-Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Sitarz and Naples and unanimous APPROVAL OF MINUTI affirmative vote of the five (5) Councilmembers present, the minutes of April 14 and May 1, 2003 were approved as transcribed and engrossed by the Clerk. Councilmember Krum presented commendations to the six'Girl Scout COMMENDATIONS Troops in attendance that helped clean up the parks for Earth Day. GIRL SCOUTS Mayor Reiman thanked the girls and the troop leaders. Mayor Reiman administered the oath of office to Ambrose Ginda, he OATH OF OFFICE was sworn in as a commissioner of the Carteret Housing Authority. CARTERET HOUSIblG AUTHORITY ~RDINANCE #03-14 ORDINANCE #03-14 was introduced and adopted on First Reading SALARY and the Clerk authorized and directed same for Public Hearing to be IRI)~ #71-9, held on June 5, 2003, upon MMS&C, by Councilmembers Sitarz and Krum. Upon individual roll call vote, Councilmembers Krum, Naples, Parisi, Sitarz and Sosnowski voted in the affirmative. Councilmember Rios was noted absent. ORDINANCE #03-14 "AN ORDINANCE TO AMEND ORDINANCE #71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENTS OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" Councilmember Sosnowski asked what this Ordinance was about and where it came from. Mayor Reiman said it was for loading the roll-off on and off and explained. James Fa!lace spoke in favor of Resolution #03-143, Danielle's Law. Mayor Reiman spoke about the Bill and Resolution in support of Danielle's Law and Matthew's Law. Sal DeLco asked about the committee recommendatior, for the position of truck driver with equipment duties. MAY 8, 2003 Mayor Reiman explained. COMMENTS Councilmember Parisi asked Borough Attorney Bergen if the position of truck driver with equipment duties had to be posted. Borough Attorney Bergen said he was the most senior individual and explained. There being no further comments or objections to the Resolutions, the M~U'ING ~ Mayor declared the Public Hearing to be closed, upon MMS&C, by Councilmembers Sitarz and Krum and unanimous affirmative vote of the five (5) Councilmembers present. The Borough Clerk asked if any Councilmembers wanted any CONSIIgr ~ Resolutions to be taken off the Consent Agenda and asked for a motion. XATIO[~I Middlesex County Board of Taxation-Resolution establishing ratio of assessed value to true value of all real property in Middlesex County to be 100% for the purpose of assessing taxable values. Mayor Reiman explained this and said they were in support of Open Space and adoption of an Open Space Plan. Inspection of Buildings-March 2003 5. Recycling-March 2003 Upon unanimous affirmative vote of the five (5) Councilmembers present, all reports were ordered to be received and placed on file. BUILDiNGS & GROUNDS: Co~xunittee Chairperson Naples spoke ST~,IqDIBIG about the digging that has begun around Borough Hall and the COMMITTEES asbestos and lead that has been removed. She said air quality testing should begin within two weeks. She spoke about the Library columns that are being repaired because kids are crashing their bikes into them. She spoke about the fire alarm in the Community Center and the rugs being cleaned in all the buildings. She commended the building workers that planted flowers in front of the police and fare buildings. She spoke about the bids for the sidewalks at the Annex. FiNANCE & ADMiNISTRATION: Committee Chairperson Parisi said they had a Finance Committee Meeting today and spoke about State Aid. He said the committee does not know if the Borough would be getting State Aid. He said they were looking to refinance bonds from 1995 and explained. He spoke about some money saving ideas which included changing the water coolers. 11 TAI~IIqG O3t~tt'l'l*~,-'l FIRE: Committee Chairperson Sosnowski thanked the Firefighters and EMT's for participating in the Special Olympics, he also thanked the Police Department and members of OEM for helping make it a fun safe event. He spoke about the Fire Department's annual live bum training class. He spoke about the new fire pagers that have arrived. He reported progress. PARKS & RECREATION: Committee Chairperson Krum spoke about the playground equipment that has been put together in the park. He spoke about the concrete work and the bid that was awarded for the band shelter in Carteret Park. He said there would be a town wide yard sale on May 17th, Sports Day would be held on May 24th, the Dog Show would be held on June 8TM and he gave the details. He spoke about Channel 36. He reported progress. POLICE: Couneilmember Sitarz in the absence of Committee Chairperson Rios spoke about the various classes members of the Police Department have attended. He spoke about how members of Carteret Police Department and the County worked together on the search warrant that was issued for the narcotics arrest of five people in the Borough. He spoke about the officers who helped out at the Special Olympics. PUBLIC WORKS: He spoke about the Pilot Program for street sweeping and the letters that were sent out to the residents. He said them were a lot of people for it and against it, he said they were taking a consensis and they would decide after three months. He said there was progress in the Sewer Department and explained. He said the Borough Garage sold nine junk police cars. He reported progress. BOARD OF EDUCATION: Committee Chairperson Naples said she spoke to Board of Education president, Dennis Cherepski and that they would meet with members of the committee in a few weeks. 12 PROCLAMATION' Mayor Reiman read the ~llowing proclamation: CARTERET HISTORY MONTH "CARTERET HISTORY MONTH" WHEREAS, History is the path taken to understand the past, it is also the road to a successful future; and WHEREAS, the Carteret Historical Committee believes an individual or community never knows where they are going until they know where they have been; and WHEREAS, it is the aspiration of this Committee to honor those who have created this town's foundation and educate those who will continue to build upon it; NOW, THEREFORE, I DANIEL J. REIMAN, MAYOR OF THE BOROUGH OF CARTERET do hereby proclaim MAY 2003 CARTERET HISTORY MONTH FURTHERMORE, I urge the entire community to participate in any historical programs making this month a great success. Mayor Reiman said on Wednesday at 7 P.M. there would be a meeting MAYOR REIMAN on the Streetscape and he briefly explained. He said the residents along the Streetscape corridor were invited to attend and see the design. He spoke about the timeframe of the project and where the money would be coming from. He said the Agenda Meeting would be rescheduled for Tuesday, May 20th. He spoke about the quarterly newsletter. He spoke about the Waterfront Park which was on schedule Upon MMS&C, by Councilmembers Sitarz and Kmm and unanimous PIJBLIC DISCUSSIO1 affirmative vote of the five (5) Councilmembers present, the meeting was opened to the public for discussion. Vincent Lutz, 76 John Street said there are shopping carts all around COMMENTS town. Mayor l~eiman said he spoke to Shop-Rite, CVS and Rite Aid to request the carts are picked up. He said the Streets and Roads 13 UBLIG Department would pick they up and crash the carts, which cost from ISCUSSION two to three hundred dollars each, if they are not picked up. Mr. Lutz spoke about the kids in the middle of the street playing basketball by Grant Avenue Park, he also asked about making the bottom of John Street a one way. Mayor Reiman said the Borough Engineer would be here at the next Agenda Meeting to address that. Michael Biatkowski, West Carteret was very concerned about the alternate side of the street parking, he is opposed to it and said his neighbors are strongly opposed to it as well, and he voiced his concerns. He said if he knew Carteret was going to do this, he would not have moved here ten years ago. He said his neighbors, residents of George Street and Pennsylvania Avenue have called to complain, but did not receive calls back tSom anyone. Councilmember Sitarz said this was only a pilot program and explained. Mayor Reiman also explained and said if it becomes an Ordinance, this would be enfomed. Sal DeLeo said baseball season has started and he spoke about an incident where there were no bathrooms open in Carteret Park. Councilmember Krnln said he thought Nancy was out but all E-Board Members have the key to bathrooms. Mr. DeLeo asked if the Mayor and Council were supposed to be bi- partisan and asked if they were allowed to endorse anyone. Mayor Reiman said they could endorse anyone they wanted in any election and explained. Mr. DeLeo asked if the Mayor felt it was right that Councilmembers intimidated Senior Citizens on who they are to support in an election. Mayor Reiman said he hatha't heard of any incidents and he would look into it and would have a serious concern with it. Susan Gaydos, Hermann Street, West Carteret said the newsletter should include a grass cutting notice. Mayor Reiman said they are notifying the Board of Health about the grass but the newsletter has been sent out and they could put it in the next newsletter. Ms. Gaydos spoke about the apartments in West Carteret and how they put their garbage out. She asked for a marquee in West Carteret like the one by Burger King. She said her mother suggested they need to plant flowers by the trailer camp. James Failace, 13 Ginda Avenue asked where the Linden road would hook-up to Carteret concerning the Turnpike improvements. 14 MAY ~, zuuJ Mayor Reiman said he would not allow that to happen unless Carteret COMMENTS is improved and he briefly explained. Mr. Failace asked if there would be any funding for the second phase. Mayor Reiman said funding is in place for Phase I, but they do not have funding for Phase II yet and he explained. Jean Lutz, 76 John Street asked if the information that was on TV36 could be posted on the Interact since some people do not have cable television. Mayor Reiman said that was possible. Denise Green, 55 Marion Street and Doris Stepanski, 33 Christopher Street asked if the Girl Scouts could take a picture with the Mayor and Council. Norvell Pendleton, 21 Union Street suggested that the police officers jot down the potholes while they are patrolling the streets.
