ATTENDEES
Committee members present: Jim Branch, Laura Ward, Glen Costales, Ken Hussey, and Larry
Henry*
Council members present: Bob Scrivner
Staff present : Jeremy Cover, Janice McMillan, Steve Crowell, Gail Strope
Meeting came to order at 8:00 a.m. The minutes from the December 3, 2014 meeting were
approved with a motion by Costales. The motion was seconded by Ward and passed 4-0.
FAÇADE COMMITTEE
Presented by McMillan. The bill would increase the number of members o f the Façade
Committee from five (5) to seven (7). The current number of members and makeup of the
committee results in some votes being made by only two (2) members, which is not ideal and
would be remedied by increasing the number of members. Additionally, comparable committees
such as the USS Jefferson City Submarine Committee, Police Personnel Board, Airport Advisory
Committee, and Public Transit Advisory Committee also have seven (7) members. After
discussion Hussey made a motion to move the bill on to the Council. The motion was seconded
by Ward and passed 4-0.
APPOINTMENTS REVIEW
Presented by Strope. The committee reviewed the recommendations by Mayor Struemph. A
motion was made by Costales to move the appointment list dated 1/6/2015 on to the Council.
The motion was seconded by Ward and passed 4-0.
PUBLIC COMMENTS
Comments were made by guests regarding the importance of the Public Transit Advisory
Committee.

AN ORDINANCE OF THE CITY OF JEFFERSON, MISSOURI, AMENDING THE
MEMBERSHIP OF THE USS JEFFERSON CITY SUBMARINE COMMITTEE.
BE IT ENACTED BY THE COUNCIL OF THE CITY OF JEFFERSON, MISSOURI, AS
FOLLOWS:
Section 1. Chapter 7 (Boards and Commissions) Section 291 (Members;
Terms; Appointment; Terms; Officers) is amended as follows:
Sec. 7-291. Members; Terms; Appointment; Officers.
A. The USS Jefferson City submarine committee shall consist of seven (7) nine (9) members:
B. One shall be a city council member.
C. Six shall be residents of the Jefferson City Metropolitan Statistical Area.
D. The citizen's term of office shall be three years. The council member shall be appointed by the mayor on a
yearly basis.
E. Appointment of persons to serve on the committee shall be made by the mayor with the advice and consent
of a majority of the city council. The mayor, with a majority vote of the city council, may remove any
member of the committee for failure or inability to attend meetings, or for other good cause shown. A
vacancy on the committee shall be filled by appointment and approval in like manner.
F. The USS Jefferson City submarine committee shall elect, at its first meeting in each fiscal year and from
among its resident members, a chairman, a vice chairman and a secretary-treasurer. Such officers shall be
eligible to succeed themselves at the will of the commission.

Section 2. This Ordinance shall be in full force and effect from and after the
date of its passage and approval.
