Fraser Town Board

RECORD OF PROCEEDINGS
Marianne Klancke, Mayor ProTem called the meeting to order at
7:30 p.m. Board present were Finlay, McDowell, Schauner.

McDowell made a motion to pay these bills, 2nd Finlay, carried.
Mr. Lawler asked about the re- zoning application of Jensens and
if he could get his property zoned at the same time. Board
informed Lawler that this re- zoning had already taken place
but that he could get information from the Town Clerk about the
proceedure and ask for consideration for re- zoning. Klancke
stated that the master plan for that area did address a mixed
commercial zone.
Opitz discussed the material that had be handed out concerning
water works and future planning areas.
Opitz reviewed the plan that would get all of the wells
presently drilled on system. Concern still with well #6 and
the grouting problem. This needs to be resolved soon, either
get the well operable at the tested 55 gpm, drill a new well
or go to court with the driller.
All wells at present can produce 416 gpm. By the figures
present users are using 600 gallons per day with bleeding and
would expect 230 gallons per tap without bleeding.
Planning for future wells were discussed with alternatives.
Alt. I. smaller wells within area of existing wells.
Alt. II. Wells locations within the Victoria Village
Twin Rivers area.
Alt. III. Wells locations alson the old distribution
line from the St. Louis intake.
Alt. IV. Wells in the Golf Course area in Forest Meadows.
Augumentation that Drake is doing was discussed with regards
to the Town water rights. Preservation of existing rights
in St. Louis creek and adaquate proof of using that water.
ELK CREEK VILLAGE
Drake and Opitz have re -drawn the preliminary plat as
determined by the board at the last meeting. Plat is
now a lineral sub division with 5 lots.

Board concerned with the drainage and the means to control
a plan from lot to lot as this will probley be separate owners.
After much discussion it was decided that plat restrictions
could be used to make a buyer of items that would need to
be addressed by them and aware that the plan would need to
address more than just a separate parcel in planning.
Finlay made a motion to approve preliminary plat with the following
conditions:
1. Plat language to address drainage of all lots concerned with
Elk Creek with regards to water quality and proper drainage of
all lots to protect the creek. Historical runoff will be calculated
at a number to be decided at P.C. Buyer to be aware of water
quality I.E. retention. filtration measures etc.
2. Improvements agreement and guarantees in place with. Town
before any lots are sold. Plat restriction.
3. Restriction as to 20 residential units within the 5 lots.
on plat face.
4. Densities and uses must be within the approved P.U.D.
concept as previously approved, on plat face
5. Drake to designate bike path on development plat.
2nd Schauner, carried. McDowell abstained.
Board into executive session M /S /P/ Klancke, Finlay. 9:10 p.m
Board out of executive session 9:20 p.m.
Board reviewed zoning varience request from Mr. Klien. Rear
yard set back varience is being sought. House is angled in
rear to access house to solar, also applicant described that
house was placed so that parking would be better designed.
This is a single family house in upper Ptg.
Boar will notify varience Board that as long as the nearest
point of building is a least 2 from property line, they
would not have an objection as this is on a green belt.
Clerk instructed to again notify Yaussi concerning the alley
encrouchment.
