HomeMy Public PortalAbout19801105SCMeeting1 1 1 82 Tybee Island, Georgia November 5, 1980 A special called meeting of the Tybee Island City Council was held on Wednesday, November 5, 1980 at 7:00 p.m. in the Mayor's office at City Hall. This meeting was called for the purpose of hearing a recommendation from the Chairman of the Public Works Committee concerning a personnel matter. Mayor Counihan presided and the following members of Council were present: James Fabrikant, Jr., William C. Fleetwood, Jerome Bettencourt and Nick C. Alexander. Mrs. Julianne Meyers and Mr. Jack Owen were absent due to illness. The City Attorney, W. Lance Smith, III was present. Councilman Fabrikant reported that the Public Works Committee had dis- cussed the elimination of the position of Public Works Directory He stated that he had recommended this action to his committee as an economic measure, and that possibly other cut -backs can be made as well. Councilman Bettencourt questioned the difference in firing a person from a position and eliminating the job. He stated that he is against abolishing a job merely to remove the person who is holding the job. Councilman Fabrikant explained that the department operated very well indeed during the month that the job was not covered, and he .personally believes that this salary is one the City is paying unnecessarily. He believes that the department can be handled by one or two foremen at much smaller salaries. Councilman Fleetwood agreed that the job is a high paying position which should be eliminated, and that he has been considering such a cut -back due to the necessity of tightening the budget because of inflation. He further stated that, if Council wishes, the person holding this job can be offered another job at a much lower rate of pay and with correspondingly less responsibility. I 1 1 83 Councilman Alexander, when asked his opinion, stated that the decision should be up to the Public Works Committee, and that he wishes to abstain from expressing an opinion, and from voting on the matter. After some further discussion Councilman Fabrikant moved that the position of Public Works Director be abolished, that the present Director be paid a month's salary in lieu of notice, and that the effective date of this action be immediate. Councilman Fleetwood seconded, and the following vote was recorded: for the motion -2, against - 1, with 1 abstaining. The motion was therefore carried.
