WHEREAS the Department of Public Works, Street Division, of the City of Richmond, Indiana, operates out of the Motor of Vehicle Highway Fund, and WHEREAS said Division receives supervisory and technical services from personnel within Department of Public Works, Engineering Division, who are paid out of the General Fund, NOW, THEREFORE, be it ordained by the Common Council of the city of Richmond, Indiana, that throughout 1996 payments shall be made from the Motor Vehicle Highway Fund to the General Fund as follows: A. Fifty-five percent of the salary of the City Engineer, $50,366.46, and the benefits and employer taxes related thereto, $14,606 - $35,735.00 B . Forty-five percent of the salary of the Assistant City Engineer, $33,204, and the benefits and employer taxes related thereto, $9,630 - $19,276.31 C. You will recall that these two ordinances eliminated a communication specialist within the Department of Engineering (salary $28,311.66; with taxes and benefits = $36,522.04), and created new positions and/or increased salary caps for the following: Base With Taxes and Salary Benefits 1. Receptionist/Switchboard 16,216.20 20,918.90 2. Board of Works Stipend 7,500.00 7,500.00 3. Increase to City Engineer 1,000.52 1,290.67 4. Increase to Asst. City Engineer 2,277.52 2,938.00 5. Increase to Director of Purchasing 1,317.42 1,699.47 $28,311.66 34,346.94* (* An actual savings of $2,175.10 has been experienced when you include taxes and benefits, since these do not apply to the $7,500 being paid to The Board of Works. This excess will be placed into the street department overtime budget.) Although the prior ordinances set the stage for the new payments, as earlier indicated they did not actually appropriate the money to be spent in this method. This will be accomplished with Ordinance No. 10. In addition, due to the fact that the salary for the eliminated communication specialist position was paid from the Motor Vehicle Fund and some of the new payments/increase must be paid from the General Fund, it is also necessary to transfer the total of $26,847.04 from MVH into the General Fund. This is being accomplished by Ordinance No. 11 by determining that 600 of the City Engineer's services and 400 of the Assistant City Engineer's services relate to the work of street division. At present, the City Engineer is figured at 45% and no percentage is attributable to the Assistant - who has now assumed the responsibilities for overseeing transportation services. This allows a total transfer of $55,504, compared with the current- transfer of $28,657, which creates the $26,847 shown within Ordinance No. 11. Finally, Ordinance No. 10 also sets out the equalizing of the two allowable salaries for the secretaries within the Department of Human Resources. If you desire, these ordinances can be passed with all three readings in a single meeting upon suspension of rules to advance to second and third reading. If you approve Ordinance No. 10, it must also be submitted to the State Board of Tax Commissioners for approval since it transfers monies between funds. No opposition is anticipated since the bottom line is a wash and the percentage for the services within engineering can be justified. As promised by Mayor Andrews, the reorganization is revenue neutral and actually enables a few thousand dollars extra for the overtime account in the Street Division budget.
