The Council of the City of Medina met in regular session on Tuesday, March 17, 1981 at 171
10:05 P.M. after a 7:30 P.M. Public Hearing conducted by the Metropolitan Council to consider
the application for expansion of the Woodlake Sanitary Landfill.
Present: Mayor, Thomas Anderson; Oouncilm.embers, Thomas Crosby, Wilfred Scherer, Sarah Lutz,
William Reiser; Clerk -Treasurer, Donna Roehl; Planning and Zoning Administrator,
JoEllen Hurr; Police Chief Charles Hoover; Attorney, Richard Schieffer; Engineer,
Dave Hansing.
Council agreed to discuss the following items not included on the agenda:
Medina Morningside sewer construction plans
Charles Pangier survey of lots in Independence Beach
1. MINUTES OF MARCH 3, 1981
Motion by Reiser, seconded by Scherer to accept minutes of March 3, 1981, as presented.

2. PUBLIC WORKS DEPARTMENT
Chippewa Corporation
JoEllen Hurr reviewed past procedure whereby Harold Pederson
$500 escrow amount for use of Mohawk Dr. during road posting
presented the same securities and Ron Duran has approved the

Road Rally Charges
Council reviewed previous costs and estimates to repair Hamel Rd. as discussed at the March
3rd meeting.
Wilfred Scherer reported that the Road Rally organization intends to repair David Crosby's
driveway.
He explained that the city could stand the cost of the labor and that equipment charges need
not be based on per hour rental charges.
Motion by Scherer, seconded by Crosby to bill the road rally club $700 for material and equip-
ment rent and to send them a copy of the estimate that had been prepared by Ron Duran.
Motion declared carried

Medina Morningside Sewer
Dave Hansing stated that plans were nearly completed and asked for Council action regarding
submission to the PCA for approval.
Motion by Scherer, seconded by Reiser to submit the prepared Medina Morningside sewer con-
struction plans to the Pollution Control Agency for approval.
Motion declared carried
Orono -Long Lake -Medina Sewer Agreement
Council briefly discussed the agreement that had been revised by Orono and were advised that
the flow limitations were well within the maximum that the Medina Morningside area would use.
Council asked that Attorney review and advise if the best interest of the city.
3. POLICE DEPARTMENT
Police Commission Report
Robert Franklin reviewed a prepared report and recommendations of the Police Commission to
sponsor a health and fitness examination for all Medina police officers. He stated that the
cost would be from $125-$200 per person and a job description would be needed so as to eval-
uate each officer according to the work he performs.
Council discussed requiring examinations for all city employees and from which fund charges
would be paid.
Matter was tabled until the April 7th meeting.
4. PLANNING AND ZONING DEPARTMENT
Denis Jordan Subdivision
Jim Tiller, representing Denis Jordan, presented information regarding the application for
subdivision of a 10 acre parcel that had been discussed at the January 20th meeting.
He stated that the variance is being sought because of the inadequate septic system soils
and that it does meet the five criteria for granting variances; 1. Shape of the lot
2. Topography of the land 3. Property size cannot be increased because four others
own abutting property 4. Peculiar soil composistion and location of appropriate soils
5. Five acres in the rear is being deprived of any practical use.
Council discussed the requirement of a 60 ft. easement that should be provided to serve
the rear 5 acres and the need for a 30 ft. easement on Chippewa Rd.
He stated that the property had been surveyed 2 or 3 years prior to the ordinance adoption
in January of 1981 and apparently Mr. Jordan thought that his division had been approved.
Richard Schieffer stated that the Council would need to consider the subdivision application,
access to the rear parcel, variance application from the septic ordinance and the 30 ft.
easement along Chippewa Rd.
Motion by Crosby, seconded by Reiser to approve the Denis Jordan subdivision with a provision
for a 60 ft. easement from Chippewa Rd. to the Grossman tract, variance .granted because sep-
tic ordinance was not in effect at time the apparent division was made and provide a 30 ft.
easement along Chippewa Rd. along the Jordan property.
Motion carried Voting No --Lutz and Anderson
5. SECTION 8 HOUSING ASSISTANCE
Discussion of Section 8 Housing assistance and whether or not Medina should ask to be included
in the Metropolitan Council application for assistance to renters.
Motion by Reiser, seconded by Scherer to reject the proposed resolution to be included in
the Metro Council application for Section 8 Housing Assistance.
Motion carried Voting No --Lutz
6. DENIS JORDAN SUBDIVISION
Motion by Crosby, seconded by Reiser to authorize preparation of a resolution approving
the Denis Jordan subdivision and to, include a park dedication fee of 5J of land value
as determined by the cities assessor.
Motion declared carried
7. CHARLES PANGIER
Discussion with Mr. Pangier of -the cities need for a survey of his property to be used in
connection with his setback variance application for construction of a house.
Donna Reoh1 reported that the Building Inspector wants.a survey of all Independence Beach
lots before a building permit is issued.
Mr. Pangier stated that a survey done some years ago would be sufficient.
JoEllen Hurr stated that the survey does no have locations of current buildings nor are the
lots staked.
Motion by Crosby, seconded by Scherer to table the item until April 7th.

8. BILLS
Motion by Crosby, seconded by Anderson to pay the bills.; Order checks # 9395-9398 in the
amount of $748.39 and Payroll Checks # 6153--6164 in the amount. of $5695.09.

9. TAX FORFEIT LOTS, INDEPENDENCE BEACH
Discussion of amounts of assessments on lots that have become tax forfeit and amounts that
have been paid by those purchasing other tax forfeit property.
Council also discussed requesting that Hennepin County allowlndependence peach tax forfeit
lots to be sold to the city.
Motion by Scherer, seconded by Lutz to adjourn.
Motion declared carried
