HomeMy Public PortalAboutOrdinance 901Ordinance No. 901 An Ordinance of the City Council of the City of Beaumont Establishing Speed Limits On Certain Streets in the City of Beaumont The City Council of the City of Beaumont, California, does ordain as follows: WHEREAS, in accordance with California Vehicle Code Section 40802, the Manual of Uniform Traffic Control Devices, and California Supplement published by Caltrans, Engineering and Traffic Surveys must be performed before the use of radar or another electronic devices for enforcement is authorized; and WHEREAS, the City conducted and completed traffic engineering and speed surveys on the street segments identified in the Section 1 attached hereto; and WHEREAS, the results of the engineering and speed surveys conform to the requirements of the Vehicle Code, the Manual of Uniform Traffic Control Devices, and California Supplement published by Caltrans; and WHEREAS, the City's police officers have successfully completed a radar operator course, approved and certified by the Commission on Peace Officer Standards and Training, of not less than twenty four (24) hours on the use of police traffic radar; and WHEREAS, an radar, laser, or other electronic device used to measure the speed of a vehicle meets the minimal operational standards of the National Traffic Highway Safety Administration, and has been calibrated within three years prior to the date of the alleged violation by an independent certified laser or radar repair and testing or calibration facility; and WHEREAS, the Public Works Director has concluded and recommends that the speed limits set forth in Section 1 attached hereto are justified. The Public Works Director is hereby directed to provide notification to the public through the appropriate official traffic control devices in accordance with the California Vehicle Code. Section 3: Erection of Sims The Public Works Department is hereby authorized and directed to install and/or upgrade any or all immediately -appropriate signs giving notice of said speed limits. Section 4: Publication of Ordinance: Effective Date This Ordinance shall take effect thirty (30) days after the date of adoption and prior to the expiration of fifteen (15) days from passage thereof shall be published by the City Clerk at least once in a local newspaper of general circulation, published and circulated in the City of Beaumont, and thenceforth and thereafter the same shall be in full force and effect. Other changes in- clude a proposed 5 mph speed limit decrease for the following roads: Sixth Street (American Ave to Highland Springs Ave); Beaumont Avenue (Oak Val- ley Parkway to Brookside); Brookside Ave. (City Limit near 1-10 and Nancy Ave); California Ave (Sixth St to City Limit); Palm Ave (Sixth St to Oak Valley Parkway) and Pennsylvania Ave (Sixth St to Oak Volley Parkway).
