Legion Hall/Virtual Meeting- McCall, Idaho
Committee Members Present: Gusti Laidlaw, Paul Christensen, Larry Hauder, Steven Johnson,
Avi Azoulay, Dave Petty, and Donna Bush.
Staff Members Present: Kurt Wolf
Guests Present None
Welcome: David Petty called the meeting to order at 4:09 p.m.
Public Comment:
Agenda Review & Updates: Steve Motioned to update agenda and discuss the following
business: Dispute w/ Brown Park neighbors, E-bike seminar, City Development Fee, Bike paths
Davis, Wooley, and Lake, Mile High Marina. All were in favor.
Review Minutes: June minutes Avi Azoulay Motioned, seconded by Steven Johnson, all in favor.
Recreation and Parks Business Update:
Summer programming- was well attended throughout the summer with several waitlists.
Summer events went well Mile High Mile Swim had record participants and the Wooden boat
show and car show went smoothly with the Payette Chapter Club. Rec just hosted the annual
Wooden bat tournament which was well attended.
Fall programming- has begun including youth fall soccer and adult corn hole league. Stefanie
and Tara are planning fall and winter events, Mill Whistle Annual Sound Off, Witches and
Wizards on the Water, and Trunk or Treat. The department is hoping to contract a rec program
aide to help Tara through the fall and winter season with evening programming.
Gold Glove Park- Some issues with adult softball and the neighbors, conversation with the
council to possibly move ball fields to Riverfront in the future. The department has met with
Lakefork fence and will be extending the posts and netting on A and B field to block fly balls.
The department will also address parking to the extent possible. Conversations about next
season's reservations and public works planned street construction are under discussion on
how to best manage summer 2024.
Mile High Marina -Kurt gave an update on the progress of the Mile High Marina Expansion —
State Permits have already been issued so they are moving faster than expected. Still have to
work out a long-term maintenance plan. October 3rd P and Z will review.
Brown Park Dispute on the Northern property line of Brown Park has moved city litigation.
E-Bikes Kurt, Stefanie and Gusti sat in on the E-bikes seminar last month. The virtual discussion
was less than informative and focused more so on incorporating E-bikes into the community

and environment and climate benefits. Staff are working to get a copy of Park City's new
ordinances to review at a future meeting. Stefanie will provide when obtained.
Davis Beach — Kurt got back from a trip to find the beach torn up for pump replacement. Kurt
worked and built a rock wall at the backside of the beach. The department plans to work on
design concepts this winter and improve parks pathway access next spring. Neighbors are very
contentious about people using the city's right of way and are concerned about overuse of the
park.
Flight Path Jump Lines- Kurt shared the flight path bike park concept plan and designs with the
committee for review. Kurt will be working on finalizing the donation agreement with CIMBA.
Roosevelt Park- work plan and concept
Larry Hauder closed the meeting with comment on when he has seen parks staff recently they
appear to be overworked and how to manage burnout.
Next Meeting Business: E-bikes Discussion and Ordinance example review
Adjournment: The meeting adjourned at 5:30 pm moved by Steven Johnson seconded by Avi
Auzoulay committee will meet next in November.
