A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ACCEPTING THE
CIP PRIORITY 2 STREET IMPROVEMENT PROJECT (PHASE 2A), FY 2022-2023 (CIP
4011.68.104) AS COMPLETE; AUTHORIZING THE FILING OF THE NOTICE OF
COMPLETION WITH THE LOS ANGELES COUNTY RECORDER'S OFFICE AND THE
RELEASE OF THE 5% RETENTION 35 DAYS AFTER THE ACCEPTANCE.
WHEREAS, as part of the 5 -year CIP plan, the City of Lynwood selected streets
based on the pavement condition index report in various locations throughout the City for
Phase 2A for reconstruction, and grind and overlay improvements; and
WHEREAS, the Project consisted of the construction of new ADA compliant curb
ramps, repairs on gutters, sidewalks, driveway approaches, and pavement of the streets
as needed. Striping was also rehabilitated to enhance vehicular and pedestrian safety.
New signage was installed, and utility covers adjusted. Outdated curbs at the
intersections were updated to handicapped ramps; and
WHEREAS, on October 18, 2022, the City awarded the contract to the lowest
responsible bidder, Sequel Contractors, Inc. in the amount of $1,148,725.80; and
WHEREAS, the project had an approved FY23 Budget of $1,543,000.00; and
WHEREAS, on December 20, 2022, staff brought a change order approval request
to City Council to add eight (8) additional street segments due to design issues discovered
in the Slurry Seal Phase 2 project. The street segments no longer qualified for slurry seal
and needed to be added into the Priority 2 Phase 2A project as reconstruction, grind and
overlay streets; and
WHEREAS, the Priority 2 Phase 2A street segments are Alma Avenue from Ruth
Street to Otis Street, Los Flores Boulevard from Santa Fe Avenue to Bellinger Street, Los
Flores Boulevard from Long Beach Boulevard to Imperial Highway, Los Flores Boulevard
from Atlantic Avenue to Duncan Avenue, San Luis Avenue from Abbott Road to Norton
Avenue, San Miguel Avenue from Abbott Road to Norton Avenue, Bellinger Street from
Lynwood Road to Butler Avenue, Carlin Avenue from Alpine Avenue to Long Beach
Boulevard, Carlin Avenue from Castle Gate Avenue to Stoneacre Avenue, El Segundo
Boulevard from Santa Fe Avenue to Alpine Avenue, Magnolia Avenue from Alpine Avenue
to Long Beach Boulevard, Oak Street from Euclid Avenue to Orchard Avenue; and
WHEREAS, the construction of the Project started on January 18, 2023 and
WHEREAS, there were ten (10) contract change orders executed in the amount of
$490,878.04.; and
WHEREAS, the final date of construction was on June 21, 2023 and all work was
completed in accordance with the project plans and specifications; and
